Brief Overview of the RFP Purpose The Washington State Legislature appropriated $15.5 million to the Department of Commerce (COMMERCE) in the 2017-2019 capital budget for the Early Learning Facilities grant and loan program (ELFP) to leverage local and private resources to enable early childhood education and assistance program contractors and child care providers to expand, remodel, purchase, or construct early learning facilities and classrooms necessary to support state-funded early learning opportunities for low-income children. Commerce is initiating the RFP to solicit proposals from nongovernmental organizations certified by the community development financial institutions fund to assist in the Early Learning Facilities Revolving Loan Fund Program.

RFP Basics Maximum Budget: $5,000,000 Proposals due: April 30, 2018 at 5 PM Submission of Proposals: Electronic Proposals ONLY Submit proposals via email to: Tony.Hanson@commerce.wa.gov Intent to complete contract negotiations and initiate work by: July 1, 2018 Period of Performance: July 1, 2018 June 30, 2028

Timelines Proposals due April 30, 2018 at 5 PM Evaluate Proposals May 1 May 14, 2018 Conduct oral interviews with finalists, if required May 9 May 10, 2018 Announce Apparent Successful Contractor and send notification via e-mail to unsuccessful proposers May 14, 2018 Hold debriefing conferences (if requested) May 21- May 24, 2018 Negotiate contract Beginning May 29, 2018 Begin contract work July 1, 2018

Minimum Qualifications Licensed to do business in the state of Washington or provide a commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparently Successful Contractor. Be a nongovernmental organization certified by the community development financial institutions fund and licensed to do business in the state of Washington. Have at least five (5) years of experience in early learning facility lending or relevant real estate lending experience. Provide at least one-to-one dollar match non-state, private or other public funds to the early learning facilities grant and loan program funds.

Objective/Scope The ELFP goals include: Timely deployment of capital funds Leverage additional local and private capital resources Sustain operation of the revolving loan fund Support and technical assistance for eligible organizations in accessing capital resources to expand, remodel, purchase, or construct early learning facilities and classrooms. Increase availability of high quality early learning opportunities for low- income children. Increase statewide early learning capacity to support the legal mandate to provide preschool opportunities through the early childhood education and assistance program to all eligible children by 10 years.

Objective/Scope The Consultant will need to address the following program components: Establish systems and controls to implement and manage a revolving loan fund for Eligible Organizations under the requirements of RCW 43.31.573-579. Provide program outreach and technical assistance to Eligible Organizations in regards to accessing capital resources to expand, remodel, purchase, or construct early learning facilities and classrooms. Verify the eligibility of the ELFP applications as defined under RCW 43.31.575. Award grants and loans for eligible activities that meet the criteria described in RCW 43.31.581 through the application process or in compliance with state and federal requirements of the funding source. Manage loan portfolios, program documentation, and data for program evaluation and reporting to COMMERCE as directed under RCW 43.31.573(5).
