DUTIES OF AC COACH ESCORTING STAFF (AC Coach Attendants)
Escorting Duty for Air Conditioned Coaches & Power Coaches. Board's letter no.83/Elect.l/138/8 dt. 24/25.10.85 Sub: Escorting duty for Air Conditioned coaches and power coaches. The Board have been considering adoption of uniform norms for, escorting staff in Rajdhani /Deluxe services and other AC services. The subject was discussed in the last Electrical Standards Committee meeting held at Secunderabad in April 1983.

A Sub-committee was appointed by them to go into the details and submit recommendations. The Board have considered the recommendations and decided that booking of escort staff in AC coaches and power cars should be provided as under: their report with
Escorting duty for Air Conditioned coaches and power coaches. 1. Rajdhani trains A) The complement of Electrical Staff for escorting a total no. of 18 Coachesincluding Power Cars in each rake should be as follows: i. ii. AC Mechanic iii. Electrical Fitter iv. Oil Engine Mechanic Electrical Chargeman - 1 - 2 2 - 4 Total = 9 (B) The links should be so divided as to limit the duty hours preferably within' 10-12 hours at a stretch. The Escorting staff may be booked off at suitable, intermediate station enroute as advised in the former Ministry of Railway's letter no.E(II)83/HER/1-2 dt 27.6.85

Deluxe Trains A) The complement of staff for a Deluxe train consisting of about 10 vestibuled AC coaches including 2 Power Cars and 1 Pantry Car should be as under: i. ii. AC Mechanic iii. Electrical Fitter iv. Oil Engine Mechanic Electrical Chargeman - - - 1 2 1 2 Total = 6 (B) The link of existing staff should be broken as in the case of Rajdhani Express ' (c) In the case of Deluxe Train consisting of self-generating coaches only, the norms followed by Western Railway of sending 2 AC Fitters and 2 Electrica1 Fitters should be adopted by the other Railways also. However, the possibility of replacing one of the skilled staff by an Electrical Charge man can be considered.
Escorting duty for Air Conditioned coaches and power coaches. 3. Self Generating Coaches : A) First Class Coach : The present complement of i. One ACCI (highly skilled Gr.II) and ii. One ACCA (Semi-skilled) In each coach may continue in view of the extent of technical and commercial duties being performed.
Escorting duty for Air Conditioned coaches and power coaches. 3. Self Generating Coaches : (b) 2nd Class AC Sleeper coach or AC Chair Car : The existing complement of i. One ACCI' (Highly skilled Gr.II) and ii. One ACCA (Semi skilled) per coach should continue. ACC Attendant should carry out the commercial duties in the coach dispensing the requirement of Commercial attendant as existing now on some Railways as already advised in the former Ministry of Railway's letter nO.82 TG1/200/SIG dated 6.5.82.

Self Generating Coaches : (c) 2nd Class AC Sleeper or AC Chair Car : when more than one coach provided in the same train. vestibuled gangway in one block provided on the same train, the complement of staff should consist of When more than one coach connected by i. Only one ACCI for every 2 coaches and ii. One ACCA for each coach. However, when the number of AC coaches exceeds more than 4 in such a block, there should be; iii. One Electrical Charge man in lieu of one ACCI for higher ( level trouble-shooting and promote rectification of defects on line.

Self Generating Coaches : (d) Composite AC Coaches and Partial AC Coaches The complement of staff deputed for composite AC coaches and Partial AC coaches (consisting of half portion as First Class AC and half portion as 2nd Class AC Chair Car) should be the same as in 1st Class AC, i.e. one ACCI and one ACCA may be deputed for each coach in view of extent of technical and commercial duties being performed.

Relieving at Intermediate Stations : Wherever possible the break in duty may be considered at important enroute stations having resting facilities after 10 to 12 hours duty with fresh set of staff taking over and Where this is not feasible, the staff should be given adequate compensatory rest at home station to keep this cumulative duty hours below the permissible limits of 104 hours for 14 day-period.

The Board further desire that: Eastern and Western Railways must arrange for stepping down of the escorting staff at Mughalsarai and Ratlam respectively so that long working hours are avoided. As regards the cadres structure and seniority of the Electrical Escorting staff, further orders will follow.

To appear in prescribed uniform, and have his badge fixed on it to be easily identified by the travelling public. 2. To be present one hour before the scheduled departure of the train. 3. To check that all internal fittings in the coach provided for the comfort and safety of passengers are intact and in working order. 4. To ensure that the water tanks are filled with water and all fittings for supply and use of water in the bath rooms are intact and in good working order.

To collect linen and blankets from the concerned authorities and keep it in his safe custody. We would also supply linen and blankets to the passengers and collect the same and keep their accounts. He would also obtain payment of requisite charges and maintain necessary record. 6. To carry jerry cans and to supply cooled water to passengers and to ensure filling up of water containers/jerry cans at the nominated stations. 7. To check tickets of passengers when they first enter the coach to occupy berth/seats, if TTE/Conductor is not available to exercise the checks. He should not allow any person without proper tickets to occupy the accommodation available in the coach.

To accommodate the passengers joining enroute Conductor under the supervision / direction of the conductor of the coach. 9. To keep the compartments locked when the train is on the run and open them for occupation as and when required. 10.To assist passengers in obtaining food/refreshments and look after their convenience generally. 11.To prevent entry of beggars, hawkers, unauthorised passengers and heavy luggage inside the coach especially in the corridors and to keep the corridor and space near bathrooms free from obstructions.

To keep watch on the corridor of the coach from the Attendant Seat during night time. 13. To electrical/mechanical defects developing in the coach and call maintenance staff concerned for attending to other repairs whenever necessary. To keep the berths/seats of compartments properly closed at regular intervals by personally dusting the same.

To assist the AC coach In-charge in pre-cooling the coach at least one hour before commencement of the journey. 16. To take reading of pressures at the panel board in respect of duties, discharge pressure of refrigerant and oil pressure of compressor, voltages of the alternator and battery etc. from time to time and make entries in the log book. To inform AC Coach incharge of any abnormalities in the readings. 17. To assist the AC Coach In-charge in the rectification of minor faults in the AC coach equipments enroute.

To remain with the AC coach when it is detached enroute due t.o sick marking till the coach is attached, made fit and moved thereafter to either the base depot or any other terminal from where it is to park a service. 19. To carry flit and flit gun and flit the compartments of the AC coach during the course of the journey and as and when required by the passenger.

To carry out other duties such as cleaning electroplated fittings and assisting AC fitters in maintenance of AC Headquarters. coach when spare at 22.
