Draft Minimum Energy Performance Standards and Labelling (MEPSL) Legislation
Background Background The MEPSL Legislation was developed under the Pacific Appliances Labelling and Standards (PALS) Project (2013 2019) The program is to implement a Pacific standards and labelling (S&L) program for energy- using equipment such as fridges/freezers, air conditioners and lighting The program aligned with the existing S&L programs such as that being jointly delivered in Australia and New Zealand MEPSL Legislation was first incorporated under the Consumer Protection Bill MEPSL Legislation was then moved from the Consumer Protection Bill and incorporated to the Energy Bill in October 2016.

Administration and Enforcement Administration and Enforcement Energy Department Energy Department Primary responsibility for the administration and enforcement of MEPSL requirements Work jointly with the Ministry responsible for Commerce (MTED), Ministry of Revenue and Customs with any other line Ministry Will ensure enforcement officers of other line Ministry are formally designated by the Minister as enforcement officers Ensure a Government line Ministry is resourced to carry out the functions which assigned with the joint responsibility for the administration and enforcements Ensure that MEPSL requirements and standards are continuously reviewed, updated and monitored for efficient and effective implementation

Categories of Registration Application Categories of Registration Application Category A: The model is already registered in Australia, New Zealand, Fiji or another PIC recognised under the PICs regulations. Category B: Same as category A, except the product is sold under a different brand name and/or model number. Category C: All other models. These products are not already registered in Australia or New Zealand or another PIC and as such the applicant is required to provide full technical details of the product in their registration application.
