  1. SA-SAMS 2021 Planning: Challenges of enhancing the Curriculum Module SAPA Meeting May 2021

  2. Background: EMIS INFORMATION SYSTEMS PROVIDING DATA FOR EDUCATION SECTOR The education sector requires data for reporting on the performance of the sector e.g. 10 day SNAP, Annual School Survey (ASS), learner academic performances, Grade 12 NCS registration etc. The collected data is also used for planning to support institutions and improve performance in the sector as seen during the COVID 19 pandemic intervention period. The EMIS Directorate maintains a series of information systems/applications in order to source and supply data for the education sector. The applications are designed to enhance the flow of data for effective data collection that is valid, and quality assured for reporting: Treasury School realities Parliament Sector reports 25 199 Public & Independent Schools 9 Provinces National The Source and flow of data Reporting 9 PED Data Warehouses DDD LURITS BI NCS Exams SA-SAMS Data applications databases

  3. Size of data collected by PED EMIS Size of data collected by PED EMIS every quarter every quarter 13 355 339 Learners information related to their school including daily attendance and every mark captured per learner 25 217 school s data collected and verified Data verified with DHA Captured ID s >90% correct Educator and Staff information

  4. EMIS INFORMATION SYSTEMS PROVIDING DATA EMIS INFORMATION SYSTEMS PROVIDING DATA FOR EDUCATION SECTOR FOR EDUCATION SECTOR SA-SAMS is a game changer that supports the 4th Industrial Revolution initiative as follows: 1. Standardises policy implementation and reporting across provinces (e.g. CAPS, NSC registrations ) 2. Data on electronic format saved resources - reducing the duplicate submission of same data to different users, recapturing of reported data on district, provincial and national levels (e.g. NSC Gr 12 registrations saving millions of Rands) 3. Reduced the reporting time from schools, that allows for more frequent data collections which improved the quality, completeness, and integrity of the data. Reliable data available during COVID 19 lockdown period. 4. DBE maintains the application saving schools license and support fee 5. Facilitate that all schools and teachers become computer literate

  5. Data reporting process flow SA-SAMS preparation, data capturing, quality assurance and reporting of data At school - Data is captured, verified and signed off Requirements received and SA-SAMS is updated and released to schools quarterly Data is verified and signed by district and provincial level by various policy owners Data is collected and used for reporting, planning and support

  6. Challenges experienced Using SA- SAMS data for reporting Releasing of updated versions Data Quality Assurance processes Completeness of data Updating SA-SAMS Submission / collections Data not updated /verified e.g. contact numbers, principal information, learner biographical information, attendance, performance information Timing of release a concern Data collected not used for PED /APP reporting Requests received late limiting time for development, testing and release Data quality processes- not followed through checking of deployment and school and learner information Manual collections still practiced in certain provinces reducing the number of collections All schools are not operating on the latest version PED sections uses alternative /own collection tools Circulars received too late or are contradictory Release still manually installed in some provinces with limited planning to allow schools upgrade themselves Circuit managers not using /sing off SA-SAMS quarterly /promotion schedules No/inadequate data verification processes when submitting data online data will be rejected at LURITS level Policy owners not always responding to requests to test and sign off Circuit managers / policy owners not using SA- SAMS data for reporting At District Subject Specialist not checking PoA and marks captured Responsibility DBE District PED School At school Subject head not checking PoA, marks captured, not generating analysis or reports

  7. What we will do differently to improve delivery Communicatio n Updating & releasing SA- SAMS Data Quality Assurance processes Data Submission / collections dissemination and reporting Improved communication collaborative circulars Monitoring and oversite implementation Receive intended changes in time Regular collections including online processes Make SA-SAMS collected data available to policy owners for reporting and monitoring Policy and Programme Owners must take active role in quality assurance of data on SA-SAMS District -Circuit manager, Examination and Subject specialist checks and sign off Schools: internal checks to quality assure submitted data and sign off SA-SAMS Workshop on changes All policy owners and provinces to participate in testing and sign off SA-SAMS Training Provincial BI with reports SA-SAMS Training Responsibility DBE District PED School

  8. SA-SAMS: 2021 Curriculum Release The Curriculum 2021 was based on the recovery curriculum plan that is to be implemented for 3 years and the update was released as 21.1.1 on 20 April 2021.
