INTRODUCTION Key features of Lobbying : It is not unique to defence industry (eg energy, environment, etc) It is associated with corruption, esp in defence contracts (secrecy linked to security considerations; large amounts; complexity; transnational) Susceptible to abuse Institutional vs Individual engagements Essential to industry sustainability
CONCEPTUAL ELASTICITY No consensus on: - The conceptual parameters of lobbying - Legitimate activities associated with lobbying Yet, there is consensus that: - It is an essential element of industry sustainability - Government is the primary client and consumer of defence industry products, except dual-use products Influencing Awareness Lobbying Market Development Representation
ACTORS AND BENEFICIARIES Policy Consumer/Client Policy Makers Civil Society Implementers Bureaucratic structures (agencies) SANDF as end- user: Specific products & services ____ Cabinet Parliamentary Committees General public: security as a public good Anti-arms lobbyists / peace activists -- __ NCACC National Treasury Armscor National Defence Industry Council (NDIC) - Progressive policy formulation - Foreign policy initiatives - National interest articulation Market Development
FUTURE CONSIDERATIONS Participation of the military advisor in the Presidency as part of the National Security Advisor s office National Defence Industry Council (NDIC) to be given more powers and prominence Continued participation of the industry in presenting to the Parliamentary Committees (PCD and/or JSCD) Party political Town Hall discussions; Open Discussions with Political Parties prior to and after the elections
FUTURE CONSIDERATIONS (Contd) Major events such as the AAD and other Defence Industry days provide a platform for defence industry showcasing Need for proactive and regular interaction with the National Security Council; regular statements Formalised interaction with the National Conventional Arms Control Committee (NCACC) and its Secretariat Regular engagements with the Minister of Defence & Military Veterans
FUTURE CONSIDERATIONS (Contd) Presidential programmes on defence industry contributions to the economy Focus on: - Implementation of the Defence and Aerospace Master Plan, which is derived from the NDIC Defence Industry Strategy 2020 - Defence Industry Lekgotla Post-retirement integration of military professionals in the industry
CONCLUSION Lobbying efforts for both SANDF and the defence industry as interlinked partners Revitalise NDIC and its initiatives, including the Defence Industry Lekgotla Clean up the industry (governance) and deal with non- compliant actors / intermediaries More defence-related events would help keep it in the spotlight, and celebrate successes
