If a new employee orientation course were developed to help employees learn the innovative side of contracting, what principles & techniques would you want them to learn first? What government and industry role models might make good speakers to inspire? Requirement development for the 21st Century Champion: Eliana Zavala, OFPP Agencies have developed a variety of acquisition planning tools. For example, GSA s Professional Services Team has modernized the approach to preparing performance-based requirements with a Performance Based Acquisition Utilization Tool. Process Focus Project Ideas Micro consulting services Champion: Mark Junda, VA VA is taking strategic advantage of the recent increase in the micro-purchase threshold to modernize government technology using micro-consulting and modular procurement techniques, including the development of an API gateway. The course is an opportunity to learn proven techniques and obtain useful sample documents to reduce the burden and improve the outcomes of your procurements, champion innovative ideas and smart risk-taking, and overcome fear and cultural resistance of innovation. Authority & Resource Focus Audience for Project Outcomes Timeline for Outcomes CPE/PEO/Program organizations CAO and CIO Councils Initial results October 2018 ACT-IAC ELC session Continued work in October Vision: Create a catalog of innovation authorities & resource organizations that can help agencies use them General approach & possible deliverables: Project Leader, several researchers, analysts to identify, describe and publish information on acquisition innovation authorities (FAR-based, joint venture, challenges & prizes, OTAs, commercial solution openings) and organizations (such as USDS, NTIS, TTS, DIUX, X-Werx, Hacking4X) that can help agencies take advantage of these authorities. Focus on IT Modernization for mission effectiveness. Publish results on the Acquisition Innovation Hub. Authority & Resources Project Ideas FAR based Flexibilities Champion: Eliana Zavala, OFPP OFPP and the agency AIAs have highlighted a range of FAR-based authorities that are helping agencies and vendors get to contract more efficiently and produce better results. We are interested in exploring how the Innovation Hub might be used to improve communication between government and industry on the use of these tools. Non-FAR based flexibilities: Joint Ventures Champions: Avi Bender & Greg Capella, NTIS NTIS has developed an expertise in the use of joint venture authority to help bring the government and industry together to rapidly tackle key data service challenges using non- FAR based processes. NTIS is interested in improving awareness and understanding of this authority so it can be more effectively leveraged in meeting mission needs. It is appropriate to use the NTIS JV Authority When agencies need quick and agile capacity to SCALE (skills, tools, supporting infrastructure) to meet critical mission data priorities When an early conversation is needed with NTIS and the private sector to define the problem statement (not the solution)- very early phases of the opportunity lifecycle (instead of an RFI) R&D, use of emerging technologies, and prototype development When immediate access is needed to innovations, research, and new ventures in predictive analytics, machine learning, Blockchain, artificial intelligence..
