Advancing E-Government Services in Palestine: Ministry of Telecom & IT Initiatives

EGOV Strategy We are currently developing an updated version of the EGOV Strategy & Implementation Roadmap that will take the vast advancements into account and outline the vision & the strategic orientation of EGOV. This project is conducted in collaboration with all stakeholders and in full partnership with active actors.
The strategy will be aligned with the following: SDGs. National development plans. All related strategies and policies. Most notably, the National Policy of Digital Transformation adopted by the Cabinet.
Developing the strategy is carried out based on the best practices: Active involvement of partners. Revising all related documents (literature review). Data collection through meetings and questionnaires. Now, we are in the data analysis phase to assess the current situation and identify the gaps between the status quo & the desired state according to an ambitious but realistic vision.
The next phase is developing the E-GOV Strategy document determining the strategic goals, then the implementation roadmap with clear & specific strategic initiatives, including but not limited to: Change Management Digital Services Infrastructure Information Security & Privacy Capacity Building
Hukumati A unified portal for government E-services and E-payment for citizens to obtain government services and e-paying their fees. Single Sign On (SSO). The unified Web portal for e-government services. Unified mobile application (IOS, Android). E-payment gateway.
Hukumati contains 21services from different ministries: 12paid services and 9Informational Inquires. Payment channels on Hukumati: Debit/Credit cards Cash through POS

UXP The Unified eXchange Platform (UXP) is a technology platform that allows secure data exchange between databases of various governmental and non-governmental information systems. UXP constitutes the infrastructure that allows the exchange of G2G, G2B, and G2C services.
