  2. 2020 LEGISLATIVE UPDATE SESSION OVERVIEW The General Assembly adjourned Sine Die last night A total of 179 bills passed both Chambers and are headed to the Governor s desk Bills passed at a rate of 20% this Session

  3. 2020 LEGISLATIVE UPDATE SESSION OVERVIEW In the House, we were tracking 72 bills with 19 bills reaching the Governor s desk In the Senate, we were tracking 97 bills with 13 bills reaching the Governor s desk Bills we were tracking passed at a rate of 19% this Session

  7. 2020 LEGISLATIVE UPDATE HIGHER EDUCATION BILLS HEA 1007: Fiscal Matters Cash funded capital projects at state educational institutions which were approved last Session HB 1091: Education Benefits Relating to Military Service Clarifies the requirements for spouses and dependents of service members to receive resident tuition HB 1414: Electric Generation Gives dislocated coal mine employees priority access to credit-bearing workforce ready grant

  8. 2020 LEGISLATIVE UPDATE HIGHER EDUCATION BILLS SB 383: Reporting on MBE and WBE Contracting Goals Requires state educational institutions to submit an annual report regarding their progress towards goals established by the Governor's Commission on Minority and Women's Business Enterprises. HB 1283: Teacher Preparation Program Curriculum Requires teacher preparation programs to include instruction on evidenced based trauma informed classroom instruction and recognition of social, emotional, and behavioral reactions to trauma which may interfere with a student's academic functioning

  10. 2020 LEGISLATIVE UPDATE P-12 EDUCATION BILLS SEA 2: School Accountability Provided a school's A-F score for the 2018-2019 and the 2019-2020 academic years may not be lower than the school's A-F score for the 2017-2018 school year. HB 1002: Teacher Evaluations Removes the requirement that a school corporation s teacher evaluations must be based, in part, on an objective measure of student achievement HB 1003: Education Matters Provides the SBOE may grant an application waive compliance with certain statutes or rules. Requires the SBOE to annually prepare a report regarding compliance waiver requests

  11. 2020 LEGISLATIVE UPDATE P-12 EDUCATION BILLS SB 295: Various Education Matters Provides, beginning July 1, 2021, the Department of Workforce Development must implement a new Indiana Career Explorer Program Requires IDOE to provide a report to various agencies on the implementation of computer science programs in high school SB 319: Practitioner or Accomplished Practitioner License Updates professional growth experience requirements to renew a teaching license SB 398: Various Education Matters Creates a high school equivalency pilot program for students entering their senior year with less than 50% of the credits needed to graduate

  13. 2020 LEGISLATIVE UPDATE GWC BILLS SB 272: Indiana Economic Development Corporation Provides the Secretary of Commerce or designee is a member of the cabinet HB 1153: Governor s Workforce Cabinet Provides the GWC shall create a comprehensive strategic plan to ensure alignment of Indiana's primary, secondary, and postsecondary education systems with Indiana's workforce training programs and employer needs by December 1, 2020 HB 1419: Governor s Workforce Cabinet Increases the membership from 23 to 31 Makes various agency heads nonvoting members

  15. 2020 LEGISLATIVE UPDATE DEAD BILLS SB 223: FAFSA Requirement Required seniors in high school to file a FAFSA or opt out of the requirement SB 316: Collection of Veteran Status Information Required the Commission for Higher Education to include questions about veteran status on financial aid applications SB 364: Regulatory Matters Requires the Commission to submit annually an executive summary on all administrative rules, guidance and executive orders pertaining to postsecondary education on the behalf of ICHE, DWD and the Governor s Workforce Cabinet
