  3. Welcome from Mark Fisher, Chief Executive Dear colleagues, Change on the scale we are going through is an enormous undertaking. We will need to work together as one team. We will need to work collaboratively across the whole of Greater Manchester, uniting our skills and expertise like never before. We have a real opportunity to do things differently and make a change for the better. I ve listened to your feedback and gone through the questions and comments from the leadership event on 10 May. I really hear what you are saying that this is unsettling, you want to know where you are working and who you are working for. I understand this. I want to try and ensure we get as much information about the things that are important to you out as quickly as we can. But we need proper building blocks for our foundation so we can then start mapping out people s working arrangements.   4. Welcome from Mark Fisher, Chief Executive My main take away is that we need to be clearer that this transition will happen in two steps. On Day 1, 1 July, for most people, there will be no changes to working arrangements, including job descriptions. Some people in areas such as the corporate functions might be asked to work flexibly, with some minor changes which could, for example, include a new line manager. This is part of the realignment of work programmes to meet the needs of the new organisation. Those discussions with relevant staff are already underway. We will ensure that every member of staff is spoken to personally so that they can be clear about their working arrangements for Day 1. The whole transition is likely to take until next March. We will be working with the new place-based leads to build our new organisation. Some functions and staff will work across the whole of the GM systems but most staff will work, as they do now, in localities. We will settle all these questions just as quickly as we can. We will continue to engage with staff and unions as we go through this process. I don t therefore yet have answers to all your questions. I am committed to responding to the questions we have received. We have now worked through all the questions and comments so far received and, where there are common themes, we have grouped them together in a new Q&A document which we will share with you shortly.   5. Welcome from Mark Fisher, Chief Executive I, and the other execs, will be doing our very best to attend your staff briefings in the coming weeks. A schedule is now being set up and I look forward to seeing many of you. There is an ongoing communications programme with regular updates for all staff and stakeholders with dedicated content for your organisational intranets/shared folders and staff briefings. Currently we have produced a number of videos to introduce myself and the executive team, the latest one of which is from Manisha on her vision for the new organisation. Our live leadership sessions will continue and we will be sharing invites to the next one when the details are confirmed. With so much going on, and at such a pace, it can be overwhelming, so I just want to remind colleagues to use any of the employee support facilities that are currently available through the Keep Connected Engagement Calendar (also attached to the email you received this briefing in), or within your localities.   6. A word from the exec with Dr Manisha Kumar, chief medical director Dear all, It s a great honour to have been appointed as chief medical director for NHS Greater Manchester Integrated Care. It was lovely to meet online with so many of you at the staff briefing, at which I hope you were able to get sense of my vision for the future, as part of the new leadership team. I ve worked as a GP since 2004 at the Robert Darbishire practice in Rusholme and will continue to do so alongside my medical director role. It is this first-hand experience which allows me to understand the needs of our communities and the importance of working towards addressing health inequalities across Greater Manchester. Transition update Clinical and Care Professional Leadership (CCPL) Framework A framework to support and develop current and emerging clinical and care leaders across all disciplines was considered at the transition board. The Clinical and Care Professional Leadership (CCPL) Framework will focus on clinical quality and safety and will be embedded within Greater Manchester Integrated Care Partnership. Recognising the uncertain time many of us have had, we want the framework to be inclusive and collaborative, in order to ensure people feel they are involved in professional leadership across a number of professions. Retaining and nurturing talent is a key focus of this framework. NHS Greater Manchester's chief medical director, Dr Manisha Kumar will be meeting with CCG teams shortly to discuss in greater detail.

Transition update Greater Manchester Integrated Care Partnership strategy development The Partnership strategy continues its development with an expected launch date of December 2022 / January 2023 and is due to cover a five-year period. It will succeed the Taking Charge of our Health and Social Care in Greater Manchester strategy and will be based on the updated locality plans which were developed in GM s 10 boroughs. It will be supported by a three-five year delivery plan and yearly operational plans. The strategy will reflect on achievements at Greater Manchester and locality levels, both during the pandemic and prior to. A key theme will be pandemic recovery, covering eight areas including services provided by NHS trusts, primary care, social care and VCSE partners: elective care; mental health; cancer; community services; urgent and emergency care; clinical support services; specialist and fragile services, and children and young people. Population health and locality plan strategies will also form a part of it.

  11. Keep connected HR and OD update Keep Connected Engagement Sessions have your say on our future culture! Between 22 February and 10 May, we ran 15 engagement sessions (seven hybrid working and eight wellbeing) we are pleased to say that 417 people were in attendance across these 15 sessions. Thank you for giving up your valuable time to share your ideas on the future culture of NHS Greater Manchester Integrated Care. We will make sure that through these briefings we keep you updated on how your ideas have turned into action. Places are still available on the engagement sessions which were a direct outcome from the cultural audit. We d love to hear your thoughts and ideas on how we can develop our future culture across a number of other themes. Please click on the links below to book. Keep connected HR and OD update Consultation for transferring to NHS Greater Manchester Integrated Care closes 31 May This impacts all staff employed in the 10 CCGs (including GMHSCP) and GMSS Colleagues are reminded that the formal consultation process for transferring employees to NHS Greater Manchester Integrated Care closes at 5pm on Tuesday 31 May. There s still the opportunity to: have a 1-2-1 with an appropriate manager, either informally or formally, should you wish to. To organise 1-2-1s, please follow the local arrangements outlined in your consultation letter. share any consultation feedback and raise any questions or queries with your line manager, organisational HR Lead or your trade union representative. send any queries you may have about the consultation to gm.integratedcareconsultation@nhs.net. A set of Q&As from the leadership team staff briefing on Tuesday 10 May are being developed and will be shared shortly.

  17. About Greater Manchesters integrated care system Why are things changing? Across the country, integrated care partnerships (ICP) are being set up to help organisations work better with the public to keep everyone healthier; plan and deliver health services more effectively; make sure everyone is treated equally and fairly; help the NHS become as efficient as possible, and also help it contribute to the wider economy. The intention is that this will: improve the health of children and young people support people to stay well and independent help health and care services act sooner to help those with preventable conditions support those with long-term conditions or mental health issues care for those with multiple conditions, particularly as people get older get the best from collective resources so people get care as quickly as possible. Here in Greater Manchester the new arrangements mark the latest stage in the city region s journey to more joined up working, which has developed since our health and social care devolution deal in February 2015.

  18. About Greater Manchesters integrated care system How does our Greater Manchester system fit together? Our system will be called GM Integrated Care Partnership and will be made up of two statutory elements: Greater Manchester Integrated Care Partnership Board, involving all the different organisations which support people s health and care NHS Greater Manchester Integrated Care, a new organisation, overseen by a Board, to support integration within the NHS to take a joint approach to agreeing and delivering ambitions for the health of the population In addition there will be similar partnerships in each of GM s ten districts or localities. Our system partnership will operate at three levels: neighbourhood, locality and Greater Manchester and will have a single vision and strategy. Hospitals, GPs, community services and other providers will come together to form collaboratives within all three levels.

About Greater Manchesters integrated care system Greater Manchester Integrated Care Partnership Greater Manchester Integrated Care Partnership will bring together all the different organisations which support people s health and care and, working with our people and communities, will create and oversee our region s overall integrated care strategy which the wider system will work to deliver. Members of the Partnership (which is an evolution of the longstanding Health and Social Care Partnership) come from all ten parts of GM, including all NHS organisations, councils, GM Combined Authority, organisations from across the voluntary, community, faith and social enterprise sectors and others all working together to help achieve our common vision. The Board steering the work will be chaired by GM political lead for health and care, and Tameside Council leader Councillor Brenda Warrington.

About Greater Manchesters integrated care system 10 Local Integrated Care Partnerships, 66 Neighbourhoods Much of someone s life will be spent within a few miles of where they live, shopping, working, going to school, visiting friends and family, and socialising. Likewise, if people do need support around their health and care, friends and family are often very involved, and people may also use their local pharmacy, GP, voluntary groups, district nurses, community mental health services or home care staff. And sometimes they may need a hospital visit or a care home. Some people may also link in with education, probation, employment or social services. Virtually all of this will happen relatively locally. This is why our ten places and 66 neighbourhoods are at the heart of our integration work. We ll have local integrated care partnerships, overseen by a Board with people from the council, NHS, voluntary sector and wider partners reflective of each place. One person a place based lead will coordinate all of this.

About Greater Manchesters integrated care system NHS Greater Manchester Integrated Care The NHS sees and treats thousands of people every day in Greater Manchester at its many different services; most are in the local community, including GPs, dentists, pharmacist, optometrists, district nursing, physiotherapy, occupational therapy, diagnostics and many more. Some more specialised services are based in hospitals. From July 1 a new organisation, called NHS Greater Manchester Integrated Care will take over from our 10 Clinical Commissioning Groups (which will close down their work) to become responsible for the allocation of, and accounting for, NHS resources. It will create and oversee a plan for all NHS services in our city region. Sir Richard Leese has been confirmed as Chair designate and Mark Fisher as Chief Executive designate. Staff from the new organisation will work across Greater Manchester; some within the local partnerships and some more centrally.
