OP EIC implementation in 2017, objectives In 2017 there was a sharp acceleration in disbursements, an increase in disbursements is expected in the 2nd half of 2017 MIT priority to accelerate the rate of issuing Grant Award Decisions, from the end of 2016 the volume of Grant Award Decisions was increased by CZK 14 billion to the current CZK 18 billion To achieve a significant reduction of the period for project evaluation to an average of 2.5 months, maximum 5 months To meet material and financial milestones To obtain a performance reserve for enterprises in the CR Till the end of 2017 to reimburse ca 453 mil. EUR Till the end of 2018 to reimburse ca 925 mil. OP EIC barriers to disbursement Funding for aid programmes with high absorption capacity clashes with the provisions of the Cohesion Policy 2014+ and PA approval as regards meeting material milestones and monitored indicators 20% limit on allocations to large enterprises discussions with the EC Lower absorption capacity for PA 3 (Efficient energy management, development of energy infrastructure and renewable energy sources, support for the introduction of new technologies in the management of energy and secondary raw materials) Applicants with a Decision delay the submission of Payment Request (PR) the volume of PR not submitted after the deadline is approximately CZK 4.5 billion Art. 61 (Reg. 1303/2013 of the EP) - deduction of net income for large enterprises Revenue-generating projects must be applied according to a financial analysis in accordance with a valid methodology Originally conceived for infrastructure projects, OP EIC is focused on business projects, loss- making projects are not recommended for financing. At the same time, there is a limitation of support for projects in accordance with Commission Regulation (EU) No 651/2014 of the GBER - inappropriate application of Art. 61 may lead to the inability of certain projects to be funded.   12. Financial Instruments A significant shift in allocations in favour of financial instruments is expected in the next programming period. Main advantages of FI: Exclusive focus on economically justifiable projects Return on investment long-term recycling of financial resources Significant leverage involvement of private financing Less administration, aid provided by specialised financial institutions EXPANSION Loans (1st call): allocation of 83 mil. NIF investment company (NIF IC) NIF IC: a new structure for the support implementation in the form of capital inputs Ensuring implementation of financial instruments in SO 1.2 (Proof-of-concept) a S0 2.1 (Venture capital investment fund) Private companies will be able to join the NIF IS as well as co-investors. The resolution on the establishment of the NIF IS as well as the feasibility study were approved by the government. EIF Fund of funds Financing agreement signed with the EIF on 24. 1. 2017 First financial instrument launched in the CR during the 2014-2020 perod An allocation of EUR 40 million from the structural funds, co-financed from the EIF with EUR 10 million from EIB group resources. The participation of private investors is expected. Aid targeted at innovative start-ups by Czech entrepreneurs. The form of the aid is the provision of capital input to promote enterprise through selected venture capital funds and business accelerators. A Call for the selection of financial intermediaries was announced at the beginning of March the deadline for submissions under the Call is mid-May 2017. It is expected that financial intermediaries will be selected over the summer, with the first investment into final beneficiaries at the beginning of 2018.
