Update on Safety Standards Implemented by TRANSSC

The 45th Transport Safety Standard Committee (TRANSSC) is making significant progress in endorsing and publishing safety standards for various transportation sectors. The scientific secretary, Dominique Delattre, reported on the status of endorsed safety standards, with several publications and ongoing initiatives to reduce backlog and ensure sustainable development. Notable achievements include the publication of twelve safety standards since the last meeting, highlighting advancements in nuclear safety regulations and guidelines. The committee anticipates the issuance of the remaining endorsed safety standards following endorsement at recent meetings, demonstrating a commitment to enhancing safety protocols across industries.

Status of endorsed Safety Standards (1/4) Publication of endorsed Safety Standards Last time we reported that from mid-November 21 to mid-April 22 the Agency issued one General Safety Guide and seven Specific Safety Guides. But there were still 15 endorsed Safety guides in the pipeline. We continue implementing the Action Plan with MTCD. 2

  3. Status of endorsed Safety Standards (2/4) Publication of endorsed Safety Standards We have monthly report from DIR MTCD. We also have monthly meeting with SH Publishing. Both include monitoring tools to assess the evolution, prioritize the publications and ensure that the backlog will be reduced and end-up with a sustainable situation considering the resources available both in NS (SSDS) and in MTCD (Publishing Section). 3

Status of endorsed Safety Standards (3/4) Twelve Safety Standards published since the last CSS meeting in April: DS468: Remediation Strategy and Process for Areas Affected by Past Activities or Events (GSG-15) DS493: Format and Content of the Package Design Safety Report for the Transport of Radioactive Material (SSG- 66) DS496: Advisory Material for the IAEA Regulations for the Safe Transport of Radioactive Material (2018 Edition) SSG-26 (Rev. 1) DS497 a to f: SSG-70, SSG-71, SSG-72, SSG-73, SSG-74 and SSG-75, safety guides on the operation of NPPs DS510 a and b: Safety Assessment for Research Reactors and Preparation of the Safety Analysis Report, SSG-20 (Rev. 1) and Safety in the Utilization and Modification of Research Reactors, SSG-24 (Rev. 1) DS516: Criticality Safety in the Handling of Fissile Material, SSG-27 (Rev. 1) In total then 20 Safety Guides in one year (Nov. 2021 to Nov. 2022), compared to 7 Safety Guides issued in 2021. 4

Status of endorsed Safety Standards (4/4) Remaining endorsed Safety Standards to be issued after endorsement at CSS 50 (only 1 remaining) and CSS 51 (last meeting): DS497 g: Safety Guides on the operation of NPPs, received from MTCD two weeks ago. Will then soon be submitted to the CSS for silent approval DS509 a to h: Safety Guides for research reactors, 4 in editing, 4 in the queue DS511: Use of a Graded Approach in the Application of the Safety Requirements for Research Reactors, in editing DS515: Compliance Assurance for the Safe Transport of Radioactive Material, received two weeks ago from MTCD. Will then soon be submitted to the CSS for silent approval DS517 a to c: Safety guides for Fuel Cycle Facilities, 2 in editing, 1 in the queue DS520: Hazards Associated with External Human Induced Events in Site Evaluation for Nuclear Installations, in editing In total then 15 Safety Guides plus 5 endorsed at the 52nd CSS meeting. 5

Results of the 52nd CSS meeting 18-20 October 2022 Draft Safety Guides endorsed by the CSS: DS470: Safety Guide on Radiation Safety of Radiation Sources used in Research and Education; DS499: Safety Guide on Application of the Concept of Exemption; DS500: Safety Guide on Application of the Concept of Clearance; DS521: Safety Guide on Radiation Protection Programmes for the Transport of Radioactive Material; DS523: Safety Guide on Development and Application of Level 1 Probabilistic Safety Assessment for Nuclear Power Plants. 7

Results of the 52nd CSS meeting 18-20 October 2022 Draft DPPs approved by the CSS: DPP DS535: Safety Guide on Periodic Safety Review for Nuclear Power Plants (revision of SSG-25); DPP DS537: New Safety Guide on Safety Demonstration of Innovative Technology in Reactor Designs; The Secretariat was requested to revisit the schedule for the Safety Guide to see whether its production could be accelerated. DPP DS538: New Safety Guide on Long Term Post-Remediation Management of Areas Affected by Past Activities or Events; DPP DS539: Safety Guide on Licensing Process for Nuclear Installations (revision of SSG-12); the CSS requested to expedited its development in such a manner to achieve a publication date of 2025. DPP DS540: Safety Guide on Radiation Safety for Industrial Radiography (revision of SSG-11). 8

Results of the 52nd CSS meeting 18-20 October 2022 Policy discussion A second round table discussion was held on the safety implications of the situation in Ukraine, including a presentation from INSAG on its related activities and an update provided by the Secretariat on the development of a study on the considerations for challenges in the application of the safety standards and security guidance in an armed conflict situation. The feedback from the Safety Standards Committees on both the medium term plan for the safety standards and the concept paper for the preparation of the long term plan for the safety standards was discussed and supported by the CSS. The draft medium-term plan should be further considered at the coming meetings of the Safety Standards Committees for further input, optimization and prioritization with a view to finalizing it for the next CSS meeting. The review/revision of SPESS B and SPESS F was discussed. 9
