The five criteria used to determine selection are:
Wage replacement
Duration of tenure in months of the previous job
Number of base period employers
The length of time between employment and filing a claim
Availability of a vehicle to drive to a new job
Making RESEA Work
 
Increase emphasis on recognizing barriers
Connect participants to appropriate services - increase
activity with partners (AE, Title I, DHS, Higher Ed/TCAT)
Know your resources, know how to make the connection
to employment, services, and partners
Selection Process
 
UI claim is approved - claimants are placed in a “RESEA
pool”
 
Claimants must be in first 5 weeks of the claim
 
Each office has a maximum number of orientations and
claimants selected per week
 
Identified claimants not initially scheduled are left in the
selection pool for a maximum of five weeks
 
Claimants not selected by the fifth week of their
unemployment will be dropped from the pool
Excluded Claimants
 
 
Completed same or similar services in the past 12 months
from when they were last selected
Participating in TRA/TAA or Disaster Unemployment
Assistance
Definite work recall date
Active members of a hiring union
Enrolled in approved training
Working part time on a consistent basis and reporting
wages
Notification to Claimants
 
A letter is mailed to each selected claimant explaining the
claimant's selection and responsibilities
 
Letter is also sent through the claimant’s communications
center
 
The notifications contain the local office address, phone
number, date and time of the orientation session
 
VOS system adds claimants to an assigned RESEA
orientation on the calendar in Jobs4TN
UCX (Unemployment Compensation for Ex-Service Members)
Claimants
 
All initial UCX claimants will be selected for mandatory
RESEA participation
 
Orientations for these claimants will be held on
Wednesdays
 
UCX claimants receive their initial assessment and
orientation information from the RESEA Coordinator, then
will spend the rest of their time and subsequent return
with the VET staff

Those claimants without a high school diploma should be
encouraged to obtain a High School Equivalency and be referred to
Adult Education using the 
138-Referred to Adult Education service

The other licenses and certifications will assist the career specialist in
determining what experience the claimant has had and what type of
jobs are available in their area that the claimant might qualify for

Employability Development Plan (EDP)
 
An employability development plan (EDP) is a guide for both the claimant and
RESEA staff to take necessary steps/actions to assist the claimant in
becoming re-employed
 
The EDP includes goals and assignments for the subsequent return, and is
updated at that return with goals after RESEA participation
 
The EDP will be developed cooperatively between the coordinator and the
claimant, but the coordinator is the professional and will prevail at this point
 
Required services will be chosen depending on the individuals assessed
needs
 
 
 
Staff must send a control form to central office staff in order to have
central office and UI adjudication consider backpay
The control form must clearly state what the issue is, and what needs
to be corrected
 
Appropriate documentation  (if applicable) to support any back pay
requested must be uploaded to VOS
 
Along with emailing the control form to central office staff, the form
must also be uploaded in Jobs4TN and a case note entered indicating
why the backpay is being requested
 
Once the form is received by central office staff, it will be reviewed to
determine that the issue can be corrected per RESEA policy
 
The form will be sent to the appropriate UI adjudication staff member

Prior to leaving orientation, each claimant must have an
updated Jobs4TN profile
 
A completed and updated resume  must be uploaded in
Jobs4TN by the completion of the RESEA program
 
To be considered Job Ready the claimant must complete
orientation, pass the assessment, and possess a High School
Diploma or equivalent
 
If claimants are not considered job ready, they must have a
referral to Educational Services, WIOA/Other Training, or the
Job Service Workshops
 
592- RESEA Referred to Reemployment service must  be
added to represent that the claimant is Job Ready, or;
 
593-RESEA Referred to Training service represents that the
claimant will need additional training to be considered Job

Job Search Workshop
A seminar to provide knowledge that will enable claimants to find jobs.
The seminar will cover time and job hunting, advanced scheduling,
making yourself accountable, keeping accurate records, research
techniques, networking, and conducting internet job searches.
 
Resume Preparation Workshop
Claimants will receive instruction/assistance on how to write a resume' or
how to critique a resume' that is already written. The session includes,
general guidelines, preliminary research, identifying information,
objective statement, and summary of qualification statements. Includes
examples of cover letters, chronological, functional, and combination
styled resumes.
 
Interviewing Skills Workshop
The workshop covers different types of interviews, pre-
interview preparation, body language (positive/negative
signals), types of interview questions, interviewing strategies,
dressing for success, follow-up etiquette.

Labor Market Information
 
During the orientation, labor market information for your specific area
should be provided to the claimant and should include information such
as:
Industries and careers that are growing
Salary expectations for occupations
Major employers in your area
Education needed for specific jobs
 
The claimant should understand how to access the above information in
Jobs4TN
 
Referral to Title 1
Referral to Title 1
 
The claimant should be referred to Title I for intensive services
if any of the following apply
Is not qualified for current suitable job openings
Lacks the educational achievement level needed to
compete successfully for suitable job openings
Does not have transferable skills
 
19R – Referred to Title I service code must be added
 
If the claimant is enrolled in Title I at any time during the claim
period, a 19E – Enrolled in Title I service code must be added
Claimant Rescheduling
Claimant Rescheduling
 
RESEA staff can re-schedule the claimant for RESEA
orientation services up to two times without penalty.
Claimants may be re-scheduled without interruption of
their UI benefits if:
The claimant makes contact 
prior to

date/time and requests to reschedule orientation to
the following week.
The claimant makes contact

a subsequent
return date/time and requests to reschedule the

Any agency decision finding that a claimant has failed to participate in
reemployment services is appealable
Claimants have formal appeal rights only with respect to a
determination to deny benefits based on failure to report as directed
or to participate in services
A claimant may also appeal referral for orientation and assessment. If
a claimant fails to report to the orientation, this will be adjudicated as
a failure to report as directed.
A claimant may appeal his employability development plan at the
point a determination is issued denying him benefits, such as, after
failure to participate in a planned service.
If any evidence appears at any stage of the non-monetary
determination process indicating that claimant does not need these
services, the local office must take the initiative in determining
whether the referral was proper.
If it is found not to be proper, then the participation requirement does
not apply and there is no need to address exceptions such as
justifiable cause.

This service is automatically added by the system once a
participant is scheduled for participation.
It should never be added to an account or altered in any
way by staff manually.
The purpose of this service is to track the amount of
participants that have been scheduled to participate in Re-
Employment Services.
 
101- Orientation
 
This service is a representation that the
claimant has received information
regarding the services offered at the AJC
 
195 - RESEA UI Eligibility
 
Represents that an Unemployment Eligibility
Review was conducted with the claimant during
their visit.
 
As there are only two visits, there should never be
more than two 195 RESEA UI eligibility service
codes with a successful completion in a claimant’s
file during the time that the claimant is
participating in RESEA
 
 
102- RESEA Initial Assessment
 
Represents that the claimant has been given and
has completed an initial assessment at the time of
their orientation
 
It also indicates that the initial assessment has
been reviewed by the RESEA Coordinator
 
107-Provision of Labor Market Research
 
Indicates staff has provided an individual
claimant with specific labor market information
necessary to make employment choices and/or
to conduct their own job search

205-Develop Service Strategies (EDP)
 
Indicates that the employability development plan (EDP) has
been developed cooperatively between the coordinator and the
claimant
 
Failure to agree to the service plan is not a potential eligibility
issue. The potential for ineligibility does not exist until the
claimant fails to participate in a planned (mandatory) service
 
592- RESEA Referred to Reemployment
 
This service is applied to claimants who have been
assessed as Job Ready
 
593- RESEA Referred to Training
 
If the claimant does not have a High School Diploma or
Equivalent, a referral should be made to Adult Education and
the 
138- Referred to Adult Education 
service code should be
added
 
 If the claimant needs post-secondary education to meet the
qualifications in their field of interest then the claimant must be
referred to additional training
 
If the claimant is referred to Title I, the service code

section of the Initial Assessment, they would need additional
training
 
191-RESEA Reschedule:
 
RESEA Reschedule Service should only be entered if
the participant requests to re-schedule the

appointment
This service can only be used twice during the
duration of the RESEA program
 
192-RESEA Failed to Report
 
This activity is automatically entered by the system
when an event is resulted as a failure to report
 
It will need to be entered manually by staff if the
claimant does not attend a rescheduled 
orientation
The presence of this activity causes the system to
stop the claimant’s payments until they become
compliant
 
 
19A-RESEA Compliant
 
Staff should enter this service code when the claimant is
currently non-compliant, and becomes compliant by
attending a scheduled orientation or subsequent return
The service code restarts the claimant’s payments
 
19B-RESEA Refused Service
 
This code should only be used when claimants have
provided a statement that they do not wish to participate
in RESEA services
 
It is automatically applied when an event is resulted as a
no show with a reason of refused to participate
 
The presence of this activity causes the system to stop the
claimant’s payments
 
193-RESEA Placement
 
RESEA coordinator will enter this service once a participant
notifies the coordinator 
that they
 have returned to work
 
A Job Placement Verification form should be filled out when
the coordinator is informed of the claimant returning to
work
 
The claimant must participate in the RESEA program until
they actually start work

  38. 593- RESEA Referred to Training If the claimant does not have a High School Diploma or Equivalent, a referral should be made to Adult Education and the 138- Referred to Adult Education service code should be added If the claimant needs post-secondary education to meet the qualifications in their field of interest then the claimant must be referred to additional training If the claimant is referred to Title I, the service code 19R- Referred to Title I to show this referral If the claimant misses 3 or more questions in the True/False section of the Initial Assessment, they would need additional training

  39. 191-RESEA Reschedule: RESEA Reschedule Service should only be entered if the participant requests to re-schedule the orientation or return to the following week and contacted you to arrange this prior to the original appointment This service can only be used twice during the duration of the RESEA program

  40. 192-RESEA Failed to Report This activity is automatically entered by the system when an event is resulted as a failure to report It will need to be entered manually by staff if the claimant does not attend a rescheduled orientation The presence of this activity causes the system to stop the claimant s payments until they become compliant

  41. 19A-RESEA Compliant Staff should enter this service code when the claimant is currently non-compliant, and becomes compliant by attending a scheduled orientation or subsequent return The service code restarts the claimant s payments

  42. 19B-RESEA Refused Service This code should only be used when claimants have provided a statement that they do not wish to participate in RESEA services It is automatically applied when an event is resulted as a no show with a reason of refused to participate The presence of this activity causes the system to stop the claimant s payments

  43. 193-RESEA Placement RESEA coordinator will enter this service once a participant notifies the coordinator that they have returned to work A Job Placement Verification form should be filled out when the coordinator is informed of the claimant returning to work The claimant must participate in the RESEA program until they actually start work
