  1. TEMPLATES OF SCHEMES UNDER GRANT IN AID COMPONENT OF PM AJAY SCHEME MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT

OBJECTIVES i) To increase the income of the target population by way of comprehensive livelihood projects having components of income generating schemes, skill development and related infrastructure development thereby reducing the poverty among the target population and bring them above the poverty lines. ii) Improve socio-economic developmental indicators by ensuring adequate infrastructure in the SC dominated villages.

  3. CRITERIA FOR SELECTING SCHEMES A) NEED ASSESSMENT B) IDENTIFICATION OF BENEFICIARIES- C) IDENTIFYING THE POTENTIAL PROFIT-MAKING BUSINESS IDEA IN THE DISTRICT BY MARKET ANALYSIS. Based on the Skill sets available Based on the Resources available

  4. 1) Demand supply analysis 2) Fixed capital requirement: Land, building, plant and machineries, vehicles for transportation etc. 3) Working capital requirement: purchase of raw materials, paid salaries, rent, salaries, branding and marketing cost, transportation cost etc. 4) Depreciation cost. 5) Assessment of market potential both within the district and outside the district. 6) Availability of resources. 7) Branding of the products. 8) Employment capacity of the business. 9) Other necessary components for ensuring sustainability. Preparing DPR by District administration by taking into account the following components-

  5. IRRIGATION RELATED SCHEMES AIM: Irrigating 1 lakh acres of SC land through borewells or surface irrigation @ 2.5 acres per borewell/source. Components: Purchase of Electric Motor by SC Farmers. Installation of pipe line by SC Farmers in 1 hectare of land. Digging of wells, borewells, Tube wells, Irrigation pump sets, form ponds etc. under land development program to increase the income of farmer.

  6. Source of fund: 1. Financial assistance of up to Rs.50000 or 50% of the asset cost, whichever is less, can be provided to the beneficiary/ household towards the loan taken by the beneficiary for such acquisition/ creation of assets. 2. Matching grant from the State can be provided. 3. Loan from NSFDC, MUDRA or any other financial institute. 4. As the group of farmers with preference to small and marginal SC farmers have been selected for the irrigation schemes, the beneficiaries will provide necessary land for installation of the scheme.

  7. SELECTION OF BENEFICIARIES Inclusion Criteria Farmer owning 2.5 or less irrigated land with no irrigation equipment Points 1 2 Farmer owning less than 5 acres of dry land with no irrigation facility 1 Priority would be given to those household having less than 2.5 lakh annual income Rehabilitated Manual Scavengers 1 1 Female headed SC households with no adult male member between age 16-59 Disabled SC households 1

  8. RURAL LOGISTICS IMPROVEMENT AND ENTRPRENEURSHIP DEVELOPMENT SCHEMES Aim: Funding of SC educated youth for strengthening logistics in the villages. Components: Construction of Warehouse. Establishment of Cold chain facility. Establishment of Food processing Units. Providing Commercial vehicles for transportation of goods.

  9. Implementation mechanism: 1. Land has to be provided by Gram Panchayat for establishing the warehouse, Cold chain facility and food processing units. 2. Establishment, Operation and Maintenance have to be decided by the district. 3. Skill development for running Warehouse, Cold chain facility and Food processing unit. 4. Vehicles can be provided as a part of scheme Funding mechanism: 1. The infrastructure can be funded through Infrastructure component of PM AJAY. 2. Additional fund required for the schemes can be routed through NSFDC loan, NULM, MUDRA loan or existing State schemes. 3. Financial assistance of up to Rs.50000 or 50% of the asset cost, whichever is less, can be provided to the beneficiary/ household towards the loan taken by the beneficiary for such acquisition/ creation of assets. 4. Skill development will be completely funded through skill development component of PM AJAY.

  10. COMMUNITY HALL/ UTSAV DHAM Aim: Construction of Utsav Dham/ Community Hall in the PMAGY villages. Components: Construction of Community Hall/ Utsav Dham. Operation and Maintenance of the Hall. Implementation Mechanism: The Property would be owned and maintained by Gram panchayat. Capacity of the community hall has to be decided based on the population of the concerned Gram Panchayat. Fund would be granted to the selected Gram Panchayat having SC population of minimum 50%.

  11. Funding Mechanism: Maximum contribution of Rs. 20 lakh per centre will be granted from the scheme. The centre should be built in convergence of GPDP and MGNREGS funds. 15th Finance Commission Untied fund and MGNREGS fund can be utilized for construction of Utsav Dham.

SUSTAINABLE ENTREPRISE AND ENTREPRENEURSHIP DEVELOPMENT (SEED) PROGRAMME OBJECTIVES: Setting up of business such as Mushroom cultivation unit, Prawn cultivation, Pisciculture, Backyard Duck rearing, Piggery, Honey Bee keeping etc Impart training to the person belong to the SC category who have entrepreneurial spirits and capability. Ensuring the sustainability of the business. INPUT: Identifying the potential profit-making business idea in the district by market analysis. Preparing DPR by District administration by taking into account the following components Identifying the person belonging to the SC Population who have entrepreneurial spirits Training of identified beneficiaries to impart/ enhance entrepreneurial capabilities.

  13. Training Components 1. Setting up of business unit. 2. Operation and maintenance 3. Quality assurance 4. Packaging and Branding 5. Sales and Marketing 6. Auditing and accounting METHODOLOGY: Convergence of various verticals/ policies across ministries/ schemes to execute the project. Timely allocation of fund. Market linkage through GeM, E-commerce, NEDFi etc.

  14. WOW (WOMEN ON WHEELS)-PROVISION OF RICKSHAW AND SKILL DEVELOPMENT OF SC WOMEN Aim: Skill development in terms of imparting driving skills and empowering them by providing Rickshaws Assessment: Demand assessment Tourist footfall

  15. Components: Provision for buying Rickshaw at subsidised rate. Imparting the skill of driving. Especially in and around tourist places where demand for Rickshaw is high. Funding Pattern: Financial assistance of up to Rs.50000 or 50% of the asset cost, whichever is less, can be provided to the beneficiary/ household towards the loan taken by the beneficiary for such acquisition/ creation of assets. Skill development will be completely funded through skill development component of PM AJAY. Additional fund required for the schemes can be routed through NSFDC loan, NULM, MUDRA loan or existing State schemes

  16. Paper plates and other disposables making unit Demand supply analysis Fixed capital requirement: Land, building, plant and machineries. Working capital requirement: purchase of paper, chemicals, paid salaries, rent, salaries. Depreciation cost Based on the fixed capital, working capital requirement and depreciation cost, industry should decide on the quantity of paper cups, plates and other disposables to be manufactured and their unit cost of selling. Based on the analysis of above factors and planning the project accordingly, it can be made sustainable and profitable.

Components: Procurement and Installation of the Machinery Building space for the unit Skill development of the SC beneficiaries Market linkage Funding Pattern: Financial assistance of up to Rs.50000 or 50% of the asset cost, whichever is less, can be provided to the beneficiary/ household towards the loan taken by the beneficiary for such acquisition/ creation of assets.
