Michigans Pediatric Medical Surge Plan Michigan Department of Health & Human Services Division of Emergency Preparedness & Response Hospital Preparedness Program
Synopsis The Michigan Statewide Pediatric Steering Committee has developed a solid framework for the Pediatric Medical Surge plan. There are areas of the plan that need to be reviewed and updated as needed; there are other areas that must be developed or fleshed out to make the plan complete. Work on the plan has been disrupted due to many competing priorities, but we will be re-engaging our committee to continue to completely all sections of this plan.
Pediatric Medical Surge Plan Overview
This appendix to the Michigan Emergency Operations Plan: Annex 9 Medical Surge Management Plan is designed for all stakeholders involved in an emergency response within the state and/or adjacent states to help guide provision of medical care and other relevant resources to children during a disaster. The Michigan Medical Surge Management Plan outlines general medical surge planning in the state of Michigan, as well as the legal authorities and other preparedness and response details.
This plan serves to inform local and state governments; Regional Healthcare Coalitions (HCC); Health Care Organizations (HCOs); Life Support Agencies (LSA); other relevant organizations; and stakeholders of the preparedness and response plans within the State of Michigan (SOM). In this plan the Michigan Trauma Administrative Rules will be followed with the definition of a pediatric trauma: an injured or potentially injured individual this is, or reasonably appears to be, under 15 years of age1. In this plan the definition will be expanded to include all children presenting ill or critically ill requiring care and stabilization.

Hazard Vulnerability Assessment The eight (8) Healthcare Coalitions were asked to provide their potential top 5 hazard vulnerabilities Those were taken and combined into the top 5 for the state None are specific to the pediatric population

Eight (8) Regional Healthcare Coalitions (HCCs) Each HCC has a base Preparedness & Response Plan ASPR required the HCCs develop a Pediatric Annex to their Preparedness and Response Plan
Crisis Standards of Care Scarce Resources Michigan does have crisis standard of care/scare resource guidelines.
