Insights from Public Police Executives on Private Security Services
This survey conducted by the FSU Policing, Security Technology and Private Security Research & Policy Institute gathered opinions from 68 public police executives on private security services. The executives shared anticipation of future expansions, factors influencing growth, types of private security services operating in their jurisdictions, and effectiveness in enhancing public safety. The insights highlight key trends and concerns in the relationship between public and private security sectors.

Public Police Executive Survey on Private Security June 7, 2023 Washington, D.C.
Survey Methods In August 2022, the FSU Policing, Security Technology and Private Security Research & Policy Institute conducted a survey of public police executives regarding their opinions, experiences, and relationships with private security organizations. The survey was shared with the Major Cities Chiefs Association membership and thirty smaller police agencies. Sixty-eight executives from fifty-nine agencies responded. Respondents were located throughout the country. Most respondents were from large and medium size cities/urban areas. 85% of respondents had more than 20 years of experience in law enforcement.

Have any private security/private police services in your jurisdiction resulted in challenges or negative outcomes? 54% responded NO and 46% responded YES Top issues included lack of training, use of force and shootings, lack of coordination/communication The private security agencies are not trained well. Creates communication and coordination challenges with law enforcement operations Lack of knowledge regarding statutes and 4th amendment The security company had uniforms very similar to the police ones and they were mistaken for police. We had a recent incident in which a security guard unholstered a firearm at a shopping center during a verbal dispute because he stated he felt threatened. The incident gained much attention on social media and prompted a police response. There was confusion about the guard's role and why he was able to legally carry a weapon. There was also quite a bit of public criticism of how the guard handled the situation.
