  2. Role of the Houston Police Foundation The Houston Police Foundation is a nonprofit 501(c)(3) corporation formed by local business leaders to support projects of the Houston Police Department. Donations made by individuals and companies fund special programs, officer safety, training, equipment, and new technology -- none of which would be feasible under the City budget. Approximately 96% of HPD's annual budget goes to pay officers and other department personnel. Mission of the Houston Police Foundation The Houston Police Foundation strives to promote awareness, enhance safety, and improve performance within the Houston Police Department by encouraging citizen involvement and support in making Houston a safer city for all. 2

Help Fund A Safer Tomorrow Revolutionize Training Conceived some 25 years ago, The Police Training Facility (Tactical Village or PTF) is a 40,000 square foot, self-contained town built inside a structure that resembles a small aircraft hangar. With dimensions of 215 feet by 145 feet, the PTF contains standard width roads, a bank, residences, an office/school building and, of course, a doughnut shop. Being self-contained, trainers can adjust for weather and lighting conditions to conduct training at any hour of the day and any time of the year. The PTF will have large overhead doors allowing other parts of the Police Academy grounds to be integrated into the training as well as permitting vehicles of all sizes, from patrol cars to large SWAT vehicles to enter and exit. Catwalks above the interior buildings are used to monitor the training, the PTF will be wired for sound and audio so that videos of the officers training sessions can be immediately reviewed and critiqued in one of two classrooms that are contained in the administrative section of the building. 10

  11. Invest In Our Community The Tactical Village is estimated to cost $10 million and will take one year to build. It will be located on the grounds of the Houston Police Academy at 17,000 Aldine Westfield near George Bush International Airport. Located near the northwest corner of the property, the facility will be easily seen from Aldine Westfield Road as a symbol to all who drive by that, in keeping with the goal of Chief of Police Charles A. McClelland, Jr. the Houston Police Department strives to be the most professional law enforcement agency in the nation. All funds for this most noble endeavor are being raised by the Houston Police Foundation, a nonprofit support group dedicated to providing the best tools, equipment and training to the men and women of the Houston Police Department. Through the generosity of local businesses and corporate citizens, this 25 year old dream can come true. We owe it to the city to save lives and interrupt terrorism, said Tilman Fertitta, Chairman of the Houston Police Foundation. We want our officers to be safe so they go home every night. And we owe it to people to prevent another Columbine, Aurora and Navy Yard. The integration of a new Training Center will create a setting where officers will experience the scenarios they will be faced with on the streets in a safe atmosphere. This not only allows officers to be better trained but also to have the values of the Houston Police Department instilled in them. This enhances the experiences with the public we serve in an ever changing environment. 11

Community Outreach Although principally a facility for the training of recruits and police officers, portions of the PTF, including the classrooms, will be utilized for community engagement programs to reduce the social distance between the officers and the communities they serve.
