The Election Seizure Management System (ESMS) presented by Santosh Pathariya, Head of Technology at ECI, aims to ensure inducement-free elections through digitizing data for intercepted/seized items like cash, liquor, drugs, etc. The system involves various agencies and users for real-time reporting and monitoring, enhancing transparency and efficiency in election expenditure monitoring. ESMS has been successfully implemented in past state elections and is ready for deployment in upcoming elections, supporting the efforts of the Election Commission of India (ECI) in maintaining fair and transparent electoral processes.

  16. CEO Responsibility? 1. Onboard State Nodal officer for each Agency 2. Create DEO account for each District (Part of cVIGIL) 3. Verify DEO account if already exists 4. Share Seizure report to ECI

  17. DEO Responsibility? 1. Onboard FS/SSTs for each AC for ESMS 2. Onboard DLBC (District Level Bank Coordinator)

  18. State Nodal officer Responsibility? 1. Onboard District Nodal for each district for their respective State 2. Review reports from Dashboard from Web Application https://cvigil.eci.gov.in/ 3. Use ESMS App to do data entry for seize/Intercept

  19. District Nodal officer Responsibility? 1. Download/Install ESMS App from Google Play Store/Apple App Store 2. Use ESMS App to do data entry for seize/Intercept 3. View/Search Intercept entry done by FS/SST 4. View analytics for their district in App (Intercepted VS Seize)

  20. Agency user onboarding process? CEO office will onboard Statelevel Nodal officer for each 1. Agency 2. State level Nodal Officer may further create District nodal users for their respective Agency in cascade manner with multipledistricts mapping 3. DEO will onboard FS/SSTs at ACLevel 4. DEO will onboard DLBC (District Level Bank Coordinator)

During Intercepted Seizure, User may not increaseQty/Amount however user may decreaseQty/Amount
