  2. Introduction The U.S. Environmental Protection Agency (EPA) provides public access to its regulatory compliance and enforcement data, via the Internet. The Enforcement and Compliance History Online (ECHO) website at http://echo.epa.gov integrates data from major EPA information systems for public use. 10/3/2024 U.S. Environmental Protection Agency 2

  3. What is ECHO? ECHO is EPA s public website that provides compliance information about regulated facilities. How they are regulated (Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Safe Drinking Water Act) When they were inspected Whether violations of environmental regulations were found Whether enforcement action was taken The site also provides dashboards with views of overall enforcement and compliance status trends and some bulk datasets for download. 10/3/2024 U.S. Environmental Protection Agency 3

ECHO Content Compliance history for more than 800,000 EPA- regulated facilities Three-year compliance status and five-year inspection and enforcement history EPA, State, Local, and Tribal environmental data for: Clean Air Act stationary sources Clean Water Act permitted dischargers Resource Conservation and Recovery Act hazardous waste handlers Safe Drinking Water Act public water systems EPA inspection and enforcement action data for other statutes like EPCRA, FIFRA, and TSCA 10/3/2024 U.S. Environmental Protection Agency 4

  5. ECHO Searches From the ECHO home page, click on More Search Options and then select All Data or a specific program under Search Type. View More Search Options and Expand All show all available criteria, including: Basic facility and permit data Inspections/evaluations performed Violations with pollutants or brief violation types Significant violation status Enforcement actions taken Penalties assessed Demographics and pollutant release data (for context) 10/3/2024 U.S. Environmental Protection Agency 5

  6. ECHO Searches (continued) The search results give a map with icons based on compliance/enforcement data and summary data about the search. The table of search results can be modified by clicking Customize Columns. The raw data can be downloaded as an Excel file. Sources of ECHO Data ECHO extracts data from other EPA data systems, typically on a weekly basis: Integrated Compliance Information System (ICIS) Resource Conservation and Recovery Act Information System (RCRAInfo) Safe Drinking Water Information System (extracted quarterly) Facility Registry System (links EPA-regulated facilities and permits under one ID number) List with refresh dates on About the Data page (http://echo.epa.gov/resources/echo-data/about-the-data) 10/3/2024 U.S. Environmental Protection Agency 7

  8. Clean Water Act Pollutant Data ECHO includes some waste water pollutant data, but links to more in-depth tools. Clean Water Act Discharge Monitoring Report Pollutant Loading Tool (http://cfpub.epa.gov/dmr/) Who is discharging? What pollutants are they discharging? How much are they discharging? Where they are discharging? Data from source system (ICIS) in near real-time Compare wastewater pollutant releases reported through CWA DMRs to Toxics Release Inventory for industrial facilities. Site documentation Resources tile on the homepage Help buttons on search pages and reports The Help tile includes a link to ECHO Tutorials .
