4. Overview and History Signed into law in 1965 as Elementary and Secondary Education Act (ESEA) by Lyndon Baines Johnson. As an extension of The War on Poverty, ESEA remains one of the most significant investments in education by the federal government. Designed to supplement services and support for those students most at-risk and historically underserved. ESEA is a civil rights law.
