  1. Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery Training Course for Facility-Based Health Providers Session 4.3 NACS Supplies and Logistics Management

  2. Session Objectives By the end of the session, participants will be able to: 1. Explain the logistics system 2. Identify essential nutrition items for NACS 3. Describe logistics management tools for ordering, receiving, storing, and distributing NACS supplies 4. Describe considerations for storing NACS supplies Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 2

  3. The Logistics System Logistics is a system for procuring, managing, and dispensing supplies. A quality logistics system provides good customer service by fulfilling Seven Rights , delivering: o The right quantities o Of the right goods o To the right place o At the right time o In the right condition o At the right cost o To the right person Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 3

  4. The Logistics Cycle

  5. Logistics Management Information System (LMIS) The LMIS captures, processes, and reports information that is needed to make decisions in areas that affect the logistics system: o Forecasting o Procurement o Product selection o Pipeline monitoring o Storage o Distribution Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 5

  6. LMIS The essential information that must be collected includes: o Stock on hand o Losses and adjustments o Consumption data Quality monitoring must be in place for all logistics functions throughout the cycle. National Medical Stores (NMS) and Joint Medical Stores (JMS) ensure that appropriate conditions are met during storage and distribution. Health facilities must maintain proper storage conditions. Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 6

  7. Key Logistics Terms The logistics pipeline: The entire chain of storage facilities and transportation links through which commodities/supplies move from the manufacturer to the consumer. Pull system and push system: o A pull system, used in HC IV and above, is a distribution system in which personnel who receive the commodities determine the quantities to order. o A push system, used in HC III and below, is a distribution system in which personnel who issue the supplies determine the quantities to be issued. Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 7

  8. Key Logistics Terms Buffer stock: The reserve stock kept on hand to protect against stock-outs caused by delayed deliveries or other unexpected events Delivery schedule: a schedule of delivery of medicines and medical supplies to ensure predictably delivery and effective stock management Distribution zones: created by NMS and JMS to ensure effective delivery of supplies Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 8

  9. Facility-Level Components of a Logistics System Dispensing facility: receives, stores, distributes NACS supplies Transportation links: connect different clinical stations Service delivery points: receive NACS supplies at different clinical stations Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 9

  10. Examples of Essential Nutrition Items for NACS ITEM FORM QUANTITY Formula 75 Powder 75 kcal/100 ml Formula 100 Powder 100 kcal/100 ml Ready-to-use therapeutic food (RUTF) Paste 500 kcal/92 g Combined mineral-vitamin mix (CMV) Powder 800 gm/tin ReSoMal Powder 37.5mmol Na, 40 mmol K, 3 mmol mg/l Glucose infusion Infusion 10% Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 10

  11. Tools Used in Logistics Management Key tools used in logistics management: Stock card Dispensing log Order form Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 11

  12. Tools Used in Logistics Management The stock card Accounts for nutrition items and supplies Shows how much stock is on hand Helps to monitor stock to prevent losses or thefts and to indicate when and how much to order Shows how much of each item moves in and out of the facility store over a certain period and which department used it Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 12

  13. Group Work: Filling Out a Stock Card Form groups of two or three. Use the information in your manual to fill out a stock card. o What is the balance on hand? o Is there a difference between the balance on hand and the physical count? Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 13

  14. Tools Used in Logistics Management The dispensing log Tracks the quantities of therapeutic food or drugs dispensed to patients o Provides information on how much to order Each time an item is dispensed, it must be recorded in the log Information incorporated into end of cycle logistics reports Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 14

  15. Tools Used in Logistics Management The order form Includes information from stock cards, the dispensing log, and the previous order form Is completed every 2 months Must be completed and sent to the central warehouse (NMS, JMS) even when the facility has enough stock Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 15

  16. Storage of NACS Supplies An ideal store must: Be situated in a secure area to protect against theft Have strong doors to secure from theft and rodents Have a safe and intact roof to protect against rain Be easily accessible by road or rail Allow for easy intake and dispatch of commodities Have complete files and books for recordkeeping Have proper and adequate ventilation Have a strong concrete floor or packed earth to protect against rodents burrowing under stacks Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 16

  17. Storage of NACS Supplies Safety of nutrition supplies is critical. Stores must pay particular attention to supplies shelf life and expiry dates. Food commodities, for example, are stored for short periods, frequently less than 3 months and almost never for more than 12 months. Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 17

  18. Storage of NACS Supplies The following staff play key roles regarding storage at health centres: Senior staff Storekeeper Dispenser Integrating Nutrition Assessment, Counselling, and Support into Health Service Delivery 18

  19. Session Summary Logistics systems are used for procuring, managing, and dispensing supplies. The LMIS captures, processes, and reports information that is needed to make decisions in areas that affect the logistics system. Key tools used in logistics management are the stock card, dispensing log, and order form. Safety of nutrition supplies is critical. An ideal store is secure against theft and pests.
