Where do we need to go to ensure circularity of flexible packaging? North Star 5. EPR used as a financing mechanism to financially support the recycling value chain Financing (EPR) 4. Flexible packaging is mechanically and chemically recycled at scale 3. Recycling Sorting centers can sort flexible packaging designed for recycling 2. Sorting Flexible packaging designed for recycling is properly collected Paper and glass are collected separately Collection 1. Flexible Packaging Initiative THE PPWR HAS THE POTENTIAL TO ACCELERATE THE TRANSITION TOWARDS A CIRCULAR ECONOMY FOR FLEXIBLE PACKAGING What we support: - Harmonised sorting labels - EPR eco-modulated fees (should be net-cost and used for circularity of flexibles) - Member States cannot ask for a derogation from the separate collection obligation on the ground of costs Example of what needs improvement to enable circularity of flexibles: - Regulatory certainty for chemical recycling - Recycled content targets should be set as an average and not per unit of packaging - Granularity in recycling targets (by splitting plastic targets between rigid PET/other rigids/flexibles) - More ambition of Member States for the development of infrastructures (mandatory collection of flexibles, sorting, and recycling)
