Why is flexible packaging important for a circular
economy?

Excellent barrier
properties

Low carbon
footprint

Affordable

44% of total post-
consumer
packaging waste
in the EU

Packages 66% of
the total product
volumes

Where do we need to go to ensure circularity of flexible
packaging?
Leakage prevention
Collection
Sorting
Recycling
Financing (EPR)
North Star

1.
Flexible packaging designed for recycling is properly collected
Paper and glass are collected separately
Sorting centers can sort flexible packaging designed for recycling
Flexible packaging is mechanically and chemically recycled at scale
EPR used as a financing mechanism to financially
support the recycling value chain
Waste is collected at scale
Waste is managed properly

What we support:
-
Harmonised sorting labels
-
EPR eco-modulated fees (should be net-cost and used for circularity of flexibles)
-
Member States cannot ask for a derogation from the separate collection obligation on the ground of costs

Example of what needs improvement to enable circularity of flexibles:
- Regulatory certainty for chemical recycling
- Recycled content targets should be set as an average and not per unit of packaging
- Granularity in recycling targets (by splitting plastic targets between rigid PET/other rigids/flexibles)
- More ambition of Member States for the development of infrastructures (mandatory collection of flexibles, sorting,
and recycling)

THE PPWR HAS THE POTENTIAL TO ACCELERATE THE TRANSITION TOWARDS A CIRCULAR ECONOMY FOR
FLEXIBLE PACKAGING

Flexible Packaging Initiative is driving a circular economy in Europe by emphasizing the importance of flexible packaging, showcasing key benefits, and outlining steps to ensure circularity in the recycling value chain. The initiative supports harmonized sorting labels, eco-modulated fees, and the proper collection and recycling of flexible packaging. Improvement areas include regulatory certainty for chemical recycling and setting average recycled content targets. By focusing on infrastructure development and regulatory improvements, the initiative aims to accelerate the transition towards a sustainable circular economy for flexible packaging.
