  3. Bill Consultation Proposals Heating proposals End the use of polluting heating systems by the end of 2045. Early action through additional trigger points Point of property purchase. Identified within a heat network zone. Energy Efficiency We are asking for views on two ways to achieve improved energy efficiency: by installing a list of fabric measures from a specified list; making sure that homes reach a level of fabric energy efficiency equivalent to EPC C. Backstop dates proposed For the private rented sector - before the end of 2028. For all other privately owned homes, by the end of 2033 unless the property has installed a clean heating system by then.   4. Skills/ Supply Chains Capacity The pace and scale of the Heat in Buildings transition will mean we need to see substantial growth in our supply chains, particularly in the availability of skilled heat and energy efficiency installers. Demand Growth Capacity Investment

  5. Demand Capacity Demand and supply chains capacity go hand in hand. Currently, we understand that supply chain capacities are sufficient to meet existing levels of demand for clean heating systems and energy efficiency improvements. However, to meet our targets we need to see an increase in the level of deployment of these systems and improvements and this will require our supply chains to grow to meet the required levels of demand. Supply chain capacity existing supply chains in Scotland provide a strong foundation to build. Skills capacity existing training capacity is available through both public and private providers.

  6. Investment Growth We need investment in our supply chains to support its development. Our Heat in Buildings Supply Chains Delivery Plan sets out practical steps that we are taking to support the growth of the clean heat sector. The plan also highlights the key role that we as Government can play in supporting growth and change within the sector by sending clear and long-term market signals. Our proposed Bill and the regulations which will flow from it aims to do exactly that.
