  2. Skills Framework - Overview Why link competences, skills, and capabilities? Why competences for stewardship and how are these defined? How do competences relate to capabilities that research teams and organisations (institutions) need for the EOSC environment, regardless of the particular service? And how do they relate to skills to use, build, provide services?

  3. Why link competences, skills, capabilities, services? To establish the capabilities that organisations need to develop and reflect in the career development pathways of researchers and support service staff; and the skills needed by individuals to enhance their competencies in open data science and stewardship.   4. Why stewardship competences? An important aspect of the EOSC is professional data management and long term data stewardship.   11. Howdo these competences relate to organisational capabilities? 1) General description of the capability E.g. Implement FAIR and Open Principles FAIR principles of data are applied across the organisation to improve data findability, accessibility, interoperability and reusability for humans and machines. In addition to FAIR, the organisation implements OA policy to improve research transparency and to lower the reuse barriers for scientific information.

Howdo these competences relate to organisational capabilities? 2) Capability applied at central service or research team level Organisation: resources FAIR and OA policy, advocates and enables FAIR and OA policies within the organisation Team: Makes sure that data is interoperable across the team, the data is securely archived after the project completion and available to new researchers; motivates FAIR and OA practices among colleagues

  13. Howdo these competences relate to organisational capabilities? 2) Then linked to levels of individual competence Comprehend: has knowledge about FAIR sub principles, knows various policy, legal and ethical aspect of data collection, analysis, storage and reuse, knows various OA policies
