OUTREACH EFFORTS Outreach efforts performed to attract the following under-served communities: Formerly Incarcerated Individuals, including those on parole & probation Former Gang Members, including those affected by the City s Rodriguez Settlement Homeless & Formerly Homeless Individuals Identifying as Transgender Residents from zip codes with high unemployment or poverty rates* Veterans Older Workers Protected under the Age Discrimination Act of 1967 Disconnected Youth, Foster Youth & Transition Age Youth Individuals with Disabilities *Zip Codes are designated by the Public Works Bureau of Contract Administration within their Project Labor Agreements.

  12. BRIDGE APPLICATION PROCESS FAQs 1. If individuals were receiving training or supportive services from Referral Agencies, are they required to continue participating in such training programs or supportive services after being hired by the City of Los Angeles? A: Individuals hired through the Bridge to Jobs Program are not required to continue participating in training or supportive services offered by the Referral Agencies. However, many Referral Agencies continue to offer supportive services that may be beneficial to the employee after they are hired.

BRIDGE APPLICATION PROCESS At the Application Site Creates Account Profile on job application site Candidate completes Program Orientation b a Receipt of signed Referral Form from Referral Agency will be verified first. Program Application submitted for review Upon review & approval, Program Application will be added to the Application Pool* c d Candidates will be provided a referral code at the Application Site that will need to be entered as part of application *Expires after 1 year

BRIDGE REFERRAL & HIRING PROCESS Department Conducts Selection Process Referral List Department will follow up with applicant to schedule interview date/time Candidates are told to keep application up to date with most current contact information When deciding on candidate screening methods and/or interview questions, please note: Interview questions or screening methods must be job related. These individuals may have little to no work experience. It is recommended that interview questions consider paid and unpaid experience and include questions that are behavioral based. Do not ask any background questions until a conditional job offer has been made. BRIDGE SALARY BRIDGE Hire & Salary Recommended Salary: Equivalent to starting salary for targeted, full civil service classification Generally, Paygrade I Step 2 (unless otherwise stated on respective MOU for targeted, full civil service classification) All employees hired through BRIDGE are appointed to temporary training positions per Section 5.30 of Civil Service Rules. Therefore, all BRIDGE hires are appointments via an eligible list. Note Step 1 is reserved for TLH trainee-level positions; therefore, they should not be used for BRIDGE.

  23. BRIDGE CANDIDATE REFERRAL LIST Candidate referrals will be processed through NeoGov. 2 Receive Candidate Referral List You will receive a Requisition Number from NeoGov. Program Staff will assign the contact indicated on the Referral Request form as the Hiring Manager. Referral List Candidates will be referred to the corresponding Requisition. A notice to report will be generated according to the instructions from the Referral Request.

  24. BRIDGE CANDIDATE REFERRAL LIST FAQs 1. What if we would like additional names for consideration? A: You may request additional names. Submit your initial candidate dispositions, and send an email request with an explanation to lalocalhire@lacity.org. Note that all requests will be reviewed for appropriateness. 2. What if we have interviewed a candidate previously who was a non-select? A: You are not required to interview everyone on your list. If candidate was a non-select, we request that comments be included when reporting the dispositions for the requisition.

  25. BRIDGE CANDIDATE REFERRAL LIST FAQs 3. What if we cannot get in touch with the candidate? A: The Program encourages all candidates to frequently check their messages and email. Please use your normal response timeframe as you would for any similar selection process. If candidate does not respond, please note. 4. Can department conduct an initial screening? A: Departments may conduct a screening process (such as application or job history review). However, we strongly encourage that the screening be appropriate to the entry-level, training class. Also, please take into consideration that certain candidates may not have prior job history due to employment barriers. 5. Is there a timeframe within which we must select a candidate? A: There is currently no designated timeframe by which you have to hire, though we recommend selection be made by 60 days. Candidates are held exclusively to your request for 30 days.

BRIDGE CONDITIONAL JOB OFFER 4 Make Conditional Job Offer In compliance with State and local laws, rules and regulations, conviction information is not to be collected until after a conditional job offer is made. Let us know you have made an offer by updating the disposition and sending us a quick email (lalocalhire@lacity.org) Note: Only the following dispositions may be used for non-selects: Failed to Report Declined Interview Not Selected for Position Declined Job Offer Please do NOT use any disposition ending in "counts" as these are not applicable to the Bridge to Jobs Program.

CITY BACKGROUND REVIEW PROCESS 5Candidate Application for Trainee classification Selected individual submits online application for Trainee classification Program staff will share direct link with Referral Request Contact. 6 NEW Neogov requisition for Trainee classification Requisition Comments: (1) note that this is a Bridge to Jobs Requisition; (2) include original BRIDGE requisition number; (3) name(s) of all selected candidate(s). Select the following approvals: Approval 1: Select LA Local Hire as the first Approval Group and Personnel LA Local Hire as the first Approvers.

APPOINTMENT TO TRAINEE 8 Submit Paperwork for Trainee Classification Appointment to Temporary Training Classification Submit memo (include willingness to hire) for placement on eligible list This is a request to place selected individual on a civil service eligible list for the Trainee classification Send to: lalocalhire@lacity.org Appoint employee from eligible list 9Update Neogov dispositions for the original BRIDGE requisition and Trainee requisition Note: Only the following dispositions may be used for non-selects: Failed to Report Declined Interview Not Selected for Position Declined Job Offer Please do NOT use any disposition ending in "counts" as these are not applicable to the Bridge to Jobs Program.

Employee Type = Full-Time Job Profile = Trainee Classification 1225 Accounting Clerk Trainee, Pay Step: 2 1478-1 Communications Information Representative Trainee, Pay Step: 2 9055 Community Services Representative Trainee, Pay Step: 2 3848 Electrical Craft Helper Trainee, Flat-Rated Salary 7281 Field Engineering Aide Trainee, Pay Step: 6 4212-1 Inspector Trainee, Paygrade: 1, Pay Step: 10 Appointment Type = Trainee Compensation Place employee at appropriate Paygrade and pay step.   33. BENEFITS & PENSION All BRIDGE hires qualify for benefits and pension like a regular, full-time employee Ensure Workday transaction is correct to prompt LACERS membership Benefits enrollment will be available 4-6 weeks after hire

BRIDGE TRAINING EVALUATIONS Complete the BRIDGE Program Status Update Forms (PSUs) during the on-the-job training period 12 BRIDGE PSUs will be emailed at the time that Program Staff is notified that a selection has been made. Generally due every 6 months during on-the-job training period. NOTES: Form will also be available on lalocalhire.lacity.org/insidetlh. Click on the link under City Departments, and use the access code localhire123 If supportive services for the employee might be needed, contact Program staff Days missed during the on-the-job training period should extend period, if eight days or more

  35. APPOINTMENT TO ASSISTANT IMPORTANT REMINDERS: 1. Final, scored PSU must be submitted one (1) month prior to transition date. 2. Employees can NOT transition to Assistant until the final, scored PSU is submitted. 3.   37. CIVIL SERVICE PROBATIONARY PERIOD 14 Evaluate Probationary Period Complete: City/department civil service probationary evaluation form in accordance with existing department s policy (e.g., 2nd and 5th month) NOTES: This is a civil service probationary period. Complete the probationary evaluations as you would for any other classification. After six months, the employee will be considered a civil service employee. If supportive services for the employee might be needed, contact Program staff.

  38. 1014 TRANSFERS 15 Submit 1014 Transfer It is recommended that 1014 paperwork be submitted at least one month in advance Upon successful completion of probation, please: Revise Employee Record in Workday to reflect 1014 transfer to full service Classification Please see BRIDGE Employee Checklist for more details. Reminder notice will be sent by the Program one month before date employee should be 1014 transferred IMPORTANT NOTE: In compliance with City Charter, Section 1014, employees must remain in the same paygrade when processing 1014 paperwork.
