REHABILITATION DIVISION AGENCY 901 Brings Nevadans together to promote barrier-free communities in which individuals with disabilities have access to opportunities for competitive, integrated employment and self-sufficiency. BA 3268: Rehabilitation Administration Administers the activities of: Bureau of Vocational Rehabilitation (BVR) Bureau of Services to Persons who are Blind or Visually Impaired (BSBVI) Blind Business Enterprise of Nevada (BEN) Bureau of Disability Adjudication (BDA) The overall leadership, direction, logistical support, and evaluation of the division s federal and state programs for competitive, integrated employment for individuals with disabilities BA 3269: Bureau of Disability Adjudication (BDA) Provides quality, timely and professional disability benefits determinations to individuals in Nevada who claim benefits under the Social Security Administration s disability programs. 100% federally funded by the Social Security Administration. Processes all applications for disability benefits under the Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) programs. Conducts evidentiary hearings for those disability benefits applicants who are appealing the denial of benefits, and those disability beneficiaries who are appealing the decision to terminate existing benefits. 2

REHABILITATION DIVISION AGENCY 901 - continued BA 3265: Bureau of Vocational Rehabilitation (BVR) Serves individuals who have physical or mental impairments that present barriers to employment, and assists those individuals in preparing for, obtaining and retaining meaningful competitive, integrated employment. 78.7% federally funded. Administers the Supported Employment Program (Title VI of the Rehabilitation Act), which expands employment options for individuals with the most significant disabilities who may be able to engage in competitive, integrated work through the provision of intensive training, supervision and other services. BA 3254: Bureau of Services to Persons who are Blind or Visually Impaired (BSBVI) Provides a full range of services to persons who are blind, deaf/blind, or severely visually impaired, which include: Low vision examinations and aids, mobility evaluation and training, evaluation for and purchase of assistive technology, vocational evaluation and career exploration, vocational training, job readiness training, and assistance in obtaining competitive, integrated employment. Approximately 84% federally funded. BA 3253: Blind Business Enterprise of Nevada (BEN) Program Provides entrepreneurial opportunities for individuals who are blind or visually impaired in priority-of-right locations in public buildings statewide, for food and beverage services, vending machines, and/or gifts and sundries. Administers the business enterprise account under the authority of the Randolph-Sheppard Act (1974, as amended). 3 Fully self-funded program.

BA 3269 Bureau of Disability Adjudication Conversion of Permanent Positions to Intermittent Staffing Budgetary Impact for the Biennium $0 E225 Converts 11 Disability Adjudicator III positions from FTE to Intermittent. BA 3253 Blind Business Enterprise of Nevada (BEN) program New Positions Budgetary Impact for the Biennium $227,611 E232 1 Business Enterprise Officer II to oversee the Blind Business Enterprises of Nevada (BEN) statewide training program, conduct specialized training for blind entrepreneurs, and expand program sites for trainees 5

  6. 2019-2021 BIENNIUM Enhancements Rehabilitation division BA 3265: Vocational Rehabilitation (BVR) New Positions Budgetary Impact for the Biennium $986,005 E225 1 Rehabilitation Counselor II to ensure the provision of transition services and pre-employment transition services to students with disabilities and 1 Rehabilitation Technician II to assist the requested counselor in the provision of these services. E229 1 Rehabilitation Counselor II to ensure the provision of intensive, long-term services to remove barriers to employment for individuals with the most significant disabilities and 1 Rehabilitation Technician II to assist the requested counselor in the provision of these services. E230 1 Workforce Services Representative IV to coordinate internal job placement/job development efforts for VR clients in southern Nevada. E232 1 Quality Control Specialist I positions to perform case file reviews to ensure consistency and compliance. Continuation of SARA Project Budgetary Impact for the Biennium $160,000 E233 - Continuation of the SARA Project which is a virtual assistant software that communicates with clients via text or email and has the potential to be a common registration for WIOA core programs. 6

  7. 2021-2021 BIENNIUM Enhancements initiative highlights 2019-20 2020-21 901: Rehabilitation Division BA 3265: Bureau of Vocational Rehabilitation (BVR) This request expands the vocational counselor teams that exclusively serve students with disabilities transitioning from high school to postsecondary education or competitive, integrated employment. Additional staff are needed to satisfy growing demand for transition services and pre-employment transition services, which saw an increase of 29% since passage of WIOA. 2.0 FTE E225 $ 140,300 $ 171,392 1.0 FTE: Transition Rehabilitation Counselor II to deliver transition services and pre-employment transition services to students with disabilities. 1.0 FTE: Transition Rehabilitation Technician II to assist above requested counselor in delivery of transition services and pre-employment transition services to students with disabilities; to enable rehabilitation counselor to concentrate on the counseling and guidance aspects of their clients needs. 7

  8. 2021-2021 BIENNIUM Enhancements initiative highlights 2019-20 2020-21 901: Rehabilitation Division BA 3265: Bureau of Vocational Rehabilitation (BVR) Vocational Rehabilitation is seeking to add a total of (2) two new positions to the Supported Employment (SE) team, including a Rehabilitation Counselor II and a Rehabilitation Technician II who will focus their efforts on work with individuals with the most significant disabilities, so that they may achieve competitive, integrated employment. The request is made to meet the needs of this growing population, up 32% since passage of WIOA. E229 2.0 FTE $ 141,089 $ 174,871 1.0 FTE: Supported Employment Rehabilitation Counselor II to deliver supported employment services to eligible clients. 1.0 FTE: Supported Employment Rehabilitation Technician II to assist above requested counselor in delivery of supported employment services to eligible clients; to enable rehabilitation counselor to concentrate on the counseling and guidance aspects of their clients needs. 8

  9. 2021-2021 BIENNIUM Enhancements initiative highlights 2019-20 2020-21 901: Rehabilitation Division BA 3265: Bureau of Vocational Rehabilitation (BVR) 1.0 FTE: Workforce Services Representative IV to coordinate internal job placement/job development efforts for VR clients in southern Nevada, as BVR strives to create efficiencies by beginning to deliver these service with internal staff, thus lowering costs and improving quality of the service delivered. 1.0 FTE E230 $ 78,144 $ 97,125 1.0 FTE: Quality Control Specialist I major purpose of this position is to complete VR case file reviews on behalf of rehabilitation counselor IIIs and rehabilitation supervisors so that they may have more time with their clients to more adequately meet their needs and ultimately improve outcomes. This will also provide consistency and quality in evaluations of work performance and compliance with the law. 1.0 FTE E232 $ 81,312 $ 101,772 SARA: (Semi-Autonomous Research Assistant) SARA is a virtual assistant software designed to contact clients/consumers via text and/or email. SARA provides for 2-way communication between it and the client, and records these conversations directly into case notes E233 $ 80,000 $ 80,000 9

  10. 2019-2021 BIENNIUM Enhancements initiative highlights 2019-20 2020-21 901: Rehabilitation Division BA 3253: Blind Business Enterprise of Nevada (BEN) 1.0 FTE: Business Enterprise Officer 2 to oversee the Blind Business Enterprise of Nevada (BEN) statewide training program, conduct specialized training for blind operators, and expand program sites for trainees. This request was initiated by the Nevada Committee of Blind Vendors due to the increase in the number of new Blind trainees in the BEN program in the last 3 years. 1.0 FTE E232 $ 104,343 $ 123,268 Replacement equipment: Replacement of food service equipment for existing Blind Business Enterprise of Nevada (BEN) sites, per federal Randolph-Sheppard Act and BEN Replacement Schedule policy. Also includes computer replacement hardware and software, as per Enterprise Information Technology Services recommended replacement schedule. E710 $ 200,997 $ 198,700 New Equipment: for existing Blind Business Enterprise of Nevada (BEN) sites, per federal Randolph-Sheppard Act and BEN Equipment Purchasing policy (i.e. walk-in freezers, refrigerators, etc.).   11. 2019 BILL DRAFT REQUESTS (BDRs) Rehabilitation Division BDR Requests exception in Nevada s appropriation bill, which would allow VR to carry forward general fund into the 2nd year of the biennium, and allow to transfer case services funding between BVR and BSBVI. (unassigned) 19A90121156 Housekeeping bill to Assemblyman Sprinkle s bill last session (AB192) on the 700-Hour program. Removes the requirement to hire off the 700-Hour recruitment list, but retains the requirement to receive and properly consider candidates on the list. Adds reasonable to accommodation. Removes language that prohibits agencies from using the 700-Hour list if the client is receiving a benefit from that agency. BDR SB50 (23-230) 11
