  1. XC Contingency Group May 13, 2020

  2. Ground Rules Everyone in attendance will be muted once the meeting starts. If you want to comment you will need to unmute yourself. We will try to manage the conversations to make sure everyone has opportunity. Feel free to submit thoughts via the chat function. Staff will be monitoring.

  3. Ground Rules This process is about WE it will be easy to stray into thinking only about your program, league, or classification. We know each of you will make every effort to consider the larger picture when making recommendations. This meeting and all subsequent meetings will be conducted as work sessions. No public testimony will be taken.

  4.   5. What we know today: The Executive Board has extended the current moratorium like restrictions on all member schools until May 25 regardless of Reopening Oregon phase they may be in. Everyone is in Phase 0 until May 25. The Executive Board will be meeting on Wednesday, May 20 to discuss what role, if any, the Association will play after May 25.

  6. What we know today: EO 20-20 extends school closures until June 30 has been clarified to extend until the end of the school/contract year (varies by district). EO 20-12 allows outside activity but no-contact and must keep social distancing State plans to release Summer Camp and Summer School guidance on May 15

  7. What we know today: The Governor s Reopening Oregon plan has the state opening in phases. 33 of 36 Oregon counties have applied to re-open to Phase 1. The 2020-21 school year will not be normal . Our ability find creative solutions to get coaches and kids back together safely is essential.

  8. What we can anticipate: Moving forward member schools will need guidance on what options they have depending on their county s re-opening phase. What we develop and recommend will be impacted by the decisions of other entities the situation continues to evolve and we should be prepared for changes to occur.

  9. What we can anticipate: NFHS SMAC / OSAA SMAC will be issuing medical guidance soon. Medical recommendations carry heavy weight with decision makers. Not every sport and activity will have the same reopening timelines. It is logical that Football and XC may have different pathways.

  10. What we can anticipate: Forthcoming ODE decisions on whether or not school will open as usual in September will have an impact on OSAA sports and activities.

  11. Committee Goal Develop a set of recommendations that meld policy and guidance from various entities into a comprehensive set of guidelines for member schools. KISS principle is in effect

  12. Meeting #1 Focus Questions What would you consider the minimum time needed to acclimate an XC athlete that has had limited opportunity to train? What types of restrictions (mileage, number of practices, etc.) do you use in your programs? Consider the potential for a program to have to stop and restart during the season same rules apply?

  13. Meeting #1 Focus Questions If small groups (no more than 5 including staff) were allowed to convene to practice could XC coaches make that work? What if the number was 10? Physical distancing is not going away. What strategies should we be considering now to accommodate for this?

  14. Meeting #1 Focus Questions What is your comfort level with XC camps and clinics organized and/or conducted by OSAA member schools during the summer? Should we be taking a position on these events?

  16. Meeting #2 Focus Questions If your season was shortened (2 weeks, 4 weeks, etc..) are there specific rule exceptions that might have to be made? Start with the assumption that that State Championship date will not change. What is the minimum amount of time that you would need to get a team/individuals ready to compete? Remember you will have to acclimate. What is your philosophy regarding shifting sport seasons as a method to potentially ensure participation opportunities? Moving later into the calendar or shifting to a different time of year? 1. 2. 3.
