Until 31.12.2022, the automobile fleet in Albania has a total of 6,693 vehicles that
are partially or completely powered by electricity
 
The most prominent case to be discussed in terms of current situation of electric
mobility is the capital city of Albania, Tirana. 
 The first taxi service with electric
vehicles was introduced in Tirana in 2016.
 
Currently (2021), at least 6 different large private taxi companies operate with
100% electric vehicles
 with about 121 licensed electrical taxis
 
The public taxi service in Tirana deserves all the praise for being a pioneer in
electric transport

The Municipality of Tirana has started in August 2021 the operation with a fleet of
hybrid electric buses in the large annular line of Tirana of 13.2 km with 66 stations.
 
Other cases similar we can mention the project from UNIDO, still under
development, targeting the cities of Belsh and Berat, aiming to increase the overall
infrastructure for 
electric mobility for sustainable tourism in Albania, however the
project is still under its feasibility phase.

There is no accurate data on the total number or per category of chargers in the
territory of Albania
 
In Tirana we have three normal charging points located in public parking lots of the
Municipality of Tirana.
 
Meanwhile private taxi operators have installed 15 charging points – Normal and
Fast Charger – for their own electric vehicles in 2021.
 
Moreover, charging points for electric vehicles in Tirana have been installed by the
State (Municipal) Police for its electric vehicles, as well as some public and private
companies that use them exclusively for their own electric vehicles.

According to official data from the General Directorate of Road Transport Services,
until March 2022, only 2,588 electric cars result as registered in Albania. This figure
also includes hybrids vehicle, or in other words combined with diesel or gasoline.
While, in relation to the total number of 752,970 active vehicles in the country,
these vehicles constitute only 0.35% of the total amount.
 
The decision to reimburse the registration fees for the first time for electric vehicles
was taken by the General Directorate in November 2019. This includes the fees
currently paid for physical control, driving license, standard license plates, and
certificate of ownership, with a total value of Lek 7,500.

There is still no national plan, nor a national strategic document on the
development and strengthening of electric transport in Albania.
 
Obviously, these deficiencies are reflected in the current status of development and
spread of electric transport in Albania.
 
To monitor progress in implementing policies for a green recovery in Albania, the
OECD suggests a set of key indicators, including values for Albania and benchmark
countries (either the OECD or EU average, based on data availability; data from
Croatia are the benchmark for the number of renewable self-consumers per
100 000 population).

Directive 2014/94/EU of the European Parliament and of the Council of 22 October
2014 on the deployment of alternative fuels infrastructure Text with EEA relevance
 
DCM No. 633, dated 26.10.2018 on the “Measures against the air pollution that
come from the discharges of motor vehicles and reduction of air disposal of
pollutants from vehicles with compression ignition engines” set up a new standard
in the motor vehicles emissions and discharges.
 
Mobility Plan for Tirana – a particular hotspot of traffic congestion and air
pollution – was completed in July 2020 and has a vision for mobility in of the city to
2030.
 
Albania also has a National Transport Plan, the second review of which was
adopted in January 2020

The National Energy Strategy (2018-2030) is the only document addressing the
measures and policies related to EVs. Currently there is insufficient policy,
regulations and incentive mechanisms to encourage the use electric vehicles or
support investment in e-mobility infrastructure
 
The Strategy gives the aim to increase share of electrical vehicles in the passenger
cars fleet up to 10% of passenger km in 2030
