The National Programme for Bovine Breeding and Dairy Development (NPBBDD) is a Government of India funded project aimed at enhancing bovine breeding and dairy development in the country. It consists of two components: National Plan for Bovine Breeding (NPBB) and National Plan for Dairy Development (NPDD). The objectives include promoting quality artificial insemination services, conserving indigenous bovine breeds, strengthening milk production infrastructure, and increasing milk production. The program aims to establish MAITRI technicians, organize dairy cooperatives, create chilling and processing capacities, and conserve genetic diversity of cattle and buffalo.

  2. About NPBBDD.. GOI funded project for 12th Five year Plan Period (2013-17) Two components : National Plan for Bovine Breeding (NPBB ) & National Plan for Dairy Development (NPDD) Total Outlay (till EOP): Rs. 1800 crore Outlay for 2014-15: Rs. 309 crore For NPBB : Rs.204.00 crore For NPDD: Rs.105.00 crore

Objectives NPBB To arrange quality Artificial Insemination services at farmers door step To bring all breedable females under organised breeding through Artificial Insemination or natural service using germplasm of high genetic merit To conserve, develop and proliferate selected indigenous bovine breeds of high socio-economic importance To provide quality breeding inputs in breeding tracts of important indigenous breeds to prevent the breeds from deterioration and extinction

Objectives NPDD To create & strengthen infrastructure for production of quality milk including cold chain infrastructure linking the farmers to the customer To create and strengthen infrastructure for procurement, processing & marketing of milk To create training infrastructure for training of dairy farmers To strengthen dairy cooperatives / Producers Companies at village level To increase milk production by providing technical input services like cattle feed & mineral mixture etc. To assist in rehabilitation of potentially viable milk federation/unions

Aiming to achieve at EOP To establish 5000 MAITRI (Multipurpose AI technician in Rural India )on self sustainable basis To organize 36418 DCS with membership of 2 million farmers To create milk chilling capacity 2.8 million liter/day & processing capacity 3.01 milion liter/day To conserve genetic diversity of Cattle & Buffalo To transform breeding into an economic activity

Area of Operation Through out the country States not covered under NDP-1 : NPBBDD will finance all the components States covered under NDP-1: those component not covered under NDP-1 * NPBBDD will be implemented in the states which have a notified dynamic breeding policy & definite action plan to operationalise the policy

Priority set for implementation during current year Strengthening existing semen stations graded as C & D by CMU Streamlining LN storage, transport & distribution system Training & retraining of existing AI workers to establish them as multipurpose worker Development and conservation of indigenous bovine breeds including Mithuns

  9. Priority set for implementation of NPBB during current year Establishment of private AI workers in areas not covered under AI Procurement of bulls for natural service Testing & registration of bulls used in natural service

  13. Activity component to be funded under NPDD Maximum Project cost will be : Rs. 25 crore for capacity of 1 LLPD Rs. 15 crore for capacity of 50 TLPD Rs. 10 crore for capacity of 20 TLPD

  14. Funding Pattern NPBB: 100% grant-in-aid for all breeding activities NPDD : 100% grant-in-aid for all component except following Installation of bulk milk coolers Milk processing plant Milk powder plant Rehabilitation Milk unions/Federations contd .

Financial ceiling & other limitation under NPDD Central assistance for the project : Rs. 15 crore/district For Milk Powder plant, central grant : Rs. 5 crore/district - For establishing/upgrading milk powder plant of 30 tonnes capacity - Limited to Dairy coops only Assistance for Technical input services : 15% of the project cost Assistance for Cattle induction : only for SC/ST &BPL Ceiling for cattle induction : 10% of the project cost

Financial ceiling & other limitation under NPDD Subsidy for Cattle induction restricted to 50% ( for Women farmers it is 75%) Assistance for manpower & skill development (setting up/up- gradation of training centre) : Rs. 75 lakh or 5% of total project cost-which ever is lower Max. ceiling for Information & Communication technology : 10% of the total project cost Rehabilitation assistance : max. Rs. 5 crore Assistance to working capital :total value of the 21 days milk procurement as projected in terminal year of the project by EIA Planning & Monitoring limited to 5% of the project cost

  23. Cost recovery of inputs To adopt suitable policy for recovering cost of inputs & services If State Govt. chooses to subsidise AI fees (Govt./Semi Govt. EIAs), then concerned State Govt. have to provide adequate budgetary support to EIA.

  24. Measures to ensure quality of goods and services MSP /SOPS to be formulated by GoI for SS, PS, PT, AITs & Bulls for NS State to formulate standard for field AI network Standard formulated by BIS for cryocontainers, castrators, AI consumables, feed machinery, equipments shall be followed

Dynamic breeding policy & action plan Dynamic breeding policy should cover :demand of milk, requirement of draught animal power for agricultural and transportation purpose, need to conserve breeds & breeding tracts, farming system, Production environment & availability of inputs as well as marketing channels Action plan: Study of areas not covered by AI to obtain clear picture of Natural mating system for phasing out of scrub bulls, sourcing quality bulls of each category/genetic makeup, production of quality bulls through natural service ..back

Conservation vis-a- vis Preservation Conservation : Management for human use of livestock so that it may yield greatest sustainable benefit to the present generation while maintaining potential to meet the need and aspirations of future generation (IUCN) Preservation : Sample of ANGR is designated to an isolated process of maintenance by providing an environment, free from human intervention insitu, exsitu (FAO)
