  2. Summary of Proposed Rulemaking Required by Section 811 of CG Authorization Act of 2010 Requires facility owners/operators to implement a system that: Provides individuals timely access to transit to and from a vessel moored at the facility and the facility gate At no cost to the individual 2

  3. Individuals Covered Seafarers assigned to a vessel moored at the facility; Pilots and other authorized personnel performing work for a vessel moored at the facility; Representatives of seafarers welfare and labor organizations; Other authorized individuals in accordance with the Declaration of Security (DoS) or other arrangement between the vessel and facility. 3

  4. Access Methods Regularly scheduled or on-call escort between vessel and facility gate Arrangements with taxi services or seafarers welfare organizations Monitored pedestrian access routes between the vessel and facility gate Other methods approved by the COTP Must have backup system if primary means of compliance is not available 4

  5. Implementation Requirements 10 months after publication of the final rule Amended Facility Security Plan must be submitted to the Coast Guard for approval 1 year after publication of final rule System to provide seafarer s access must be in place 5
