  4. Challenges in crew change, repatriation Due to governments around the world have suspended international commercial flights, limited immigration, suspended visa application and imposed travel restrictions to foreigners.

Solutions taken Issue instructions to shipowners to extend working time for seafarers not exceed 3 months with complete agreement of the seafarers Issue proposals to state management agencies at ports to simplify procedures Issue instructions to shipowners in renewing expired documents and certificates for seafarers Request Ministry of Foreign Affairs to assist repatriating seafarers, put their names in the list of priority for repatriation flights

Solutions taken (continued) Request ship owners and crew management organizations to fully declare on the seafarers database website of VINAMARINE about the arrangement of titles, disembarkation and shore-leave time of seafarers Updates reports of shipping companies, ship owners, crew management organizations on difficulties and obstacles in the process of crew change and repatriation in order to implement timely measures

  7. National vaccination program Viet Nam Government has issued Resolution No. 21/NQ-CP dated 26 February 2021 on purchase and use of Covid-19 vaccines. Resolution specifies priority groups to free vaccination that include seafarers belong to essential service workers group

  8. Recommendations Viet Nam desires to strengthen close cooperation with relevant international and regional organizations with similar aims and purposes to secure the right of all seafarers to decent employment during the COVID-19, repatriation, crew change, sharing national experiences including seafarers IMO continues to give guidance and key informations to resolve the humanitarian and safety crisis Establishment of FREE ZONE area for seafarers at all seaports in the world
