  3. What is the Subsidy Compliance Unit? The Subsidy Services Provider Compliance Unit is responsible for conducting monitoring activities to evaluate compliance with the Division of Child Development and Early Education: Policies and procedures set forth in the Subsidized Child Care Services Manual Rules 10A NCAC 10 and 9A NCAC 9 GS 110 Other state administrative rules and laws Federal regulations 3

Focus of the Subsidy Provider Compliance Unit s Monitoring Activities Determine compliance with the Subsidized Child Care Assistance Program s Provider Agreement Evaluate provider daily attendance and arrival and departure records for accuracy. Evaluate other requirements to include rates and receipts. Identify training needs. Establish Corrective Action Plans. 4

  5. Monitoring Activities Random evaluations Referral follow-up Technical Assistance Corrective Action Plan 5

  6. What to expect during the random monitoring. The Subsidy Compliance Consultant works with the provider to gather information needed to complete a checklist. The consultant evaluates one month of required attendance records. More than one month of records may be requested. The attendance records reviewed include: Daily attendance records Arrival and departure records An exit meeting is conducted with provider and a copy of the completed checklist is emailed to provider. 6

  7. Referral visits Referrals originate from: DCDEE Licensing Enforcement Random visits with error rate over 10% LPA s which administer the Subsidized Child Care Assistance Program Office of the Internal Auditor CACFP 7

Technical Assistance Technical assistance during the visit may include reviewing: Review of rules pertaining to attendance tracking Share samples of attendance documents View training materials in the NC FAST Provider Portal Review the NC Department of Health and Human Services Subsidized Child Care Assistance Program Provider Agreement 8

  9. A report and who will get it. Providers will receive a report once the monitoring is complete. Reports may include one or more of the following: Monitoring Checklist Determination of No Errors Determination of Errors Determination of Non-Compliance with Corrective Action Plan Status letter This information will be shared with DCDEE Child Care Consultants, LPAs, and CACFP. 9

  10. Corrective Action Plan The purpose of the Corrective Action plan is to assist the provider to come into compliance with all requirements for participation in SCCAP. 10

  11. How to be successful as a provider. Maintain daily attendance and arrival and departure records as required by child care rules. Issue and maintain receipts for parent fees paid by families receiving subsidies. Submit monthly attendance through NC FAST accurately. Maintain records for three years or until all audits are completed. Ensure subsidy rates reported in NC FAST are equal to or less than the private pay rates. Ensure compliance with all provisions in the SUBSIDIZED CHILD CARE ASSISTANCE PROGRAM PROVIDER AGREEMENT. 11
