  6. Hazard Mitigation Plan (HMP) Purpose Today s meeting will: Provide Public with update and overview of hazard mitigation planning process at VCU and allow comments.

  7. Hazard Mitigation Plan (HMP) Benefits More resilient University Reduced risk (Insurance Cost) Required for pre-disaster hazard mitigation grant programs Required for post-disaster public assistance and hazard mitigation grant programs

  9. Next Steps Completed Tasks Completed Tasks Data Acquisition Review of Current HAZUS (Hazards United States) Hazard Identification Review & Profiling Capability Assessment Survey

  10. Problem Statements I The Hazard Mitigation Plan Committee (HMPC) used developed problem statements to help inform the ranking of threats and hazards and the development and prioritization of mitigation actions. Hazard Problem Statements Injury or loss of life Long-term emotional and psychological impacts Perception of safety/security Multiple high-occupancy spaces Active Shooter Injury or loss of life Long-term emotional and psychological impacts Perception of safety and security Cost of replacement for damaged VCU assets Multiple high-occupancy spaces Domestic Terrorism Cost of repair/replacement for damaged VCU assets Perception of safety and security Cyber Terrorism

  11. Problem Statements II Hazard Problem Statements Increased vulnerability of critical infrastructure due to other hazards Prediction critical infrastructure failures is difficult Technology Hardware/Software Repetitive loss of property Critical assets in areas with low to moderate flood potential Potential for extended outages Overhead utility lines Storms can develop quickly and produce extremes wind/tornadoes with little warning Hurricane/Tornado/ Tropical Storms Increases maintenance needs for sidewalks and roads Overhead utility lines Potential for extended outages Repetitive flood loss properties Critical assets in areas with low to moderate flood potential Winter Storms Flash Flooding

  12. Problem Statements III Hazard Problem Statements Injury or loss of life Cost of repair/replacement for damaged VCU assets Fires are unpredictable Storage and use of hazardous materials near people Structure Fire/Hazmat Cost of repair/replacement for damaged VCU assets Injury or loss of life Perception of safety/security Multiple high-occupancy spaces Civil disturbance incidents linked to large gatherings Civil Disturbance Injury or loss of life Perception of safety and security Students, staff, faculty, patients, and visitors proximity Public Health Emergencies

  13. Problem Statements IV Hazard Problem Statements Injury or loss of life Perception of safety and security Hostage/Barricade (Suspect/Subject) Injury or loss of life Perception of safety and security Multiple high-occupancy spaces Hostile Intruder Multiple high-occupancy spaces Injury or loss of life Perception of safety/security Bomb Threat Potential for extended outages Overhead utility lines Storms can develop quickly and produce extreme wind/tornadoes with little warning Thunderstorms/Windstorms

  14. Impact Considerations I The HMPC considered the impacts to help inform the ranking of threats and hazards and the development and prioritization of mitigation actions. Hazard Injury or loss of life Long-term emotional/psychological impacts Perception of safety/security Injury or loss of life Long-term emotional/psychological impacts Perception of safety/security Cost of replacement for damaged VCU assets Cyber Terrorism Extended outages disrupting campus functions Technology Software/Hardware Extended outages disrupting campus functions Replacement/repair costs due to flooding or wind damage Evacuation and/or need for sheltering Extended outages disrupting campus functions Dangerous walking and driving conditions can led to injury or accidents Problem Statements Active Shooter Domestic Terrorism Hurricane/Tornado/Tropical Storms

  15. Impact Considerations II Hazard Problem Statements Extended outages disrupting campus functions Dangerous walking and driving conditions can lead to injury or accident. 17. Hazards Risk Matrix The hazards and risk identified by VCU were evaluated and scored on the Severity of Impact (SOI), Probability of Event (POE), and Long Term Impacts (LTI) an event would have on facilities and campus operations. High priority hazards scored between 19-25, medium priority hazards scored between 14-19, low priority hazards scored between 8-13, and non-rated hazards scored 7 or below. The planning team used previous Hazard Mitigation Plan (HMP) data, statistics, and personal knowledge in their assessment. Unlikely Somewhat Likely Likely Most Likely Highly Likely Catastrophic 5 10 15 20 25 Critical 4 8 12 16 20 Minimal 3 6 9 12 15 Negligible 2 4 6 8 10 Insignificant 1 2 3 4 5 Somewhat Severe Moderate Severity Not Severe Minimal Severity Most Severe

  18. Hazards Ranking The hazard identification, analysis, and vulnerability assessment, completed as part of the Plan Update, identified nine (9) human-caused events, four (3) natural, and one (1) technological hazard that have the greatest potential to adversely affect the entire VCU community and have long-term impacts on the ability to provide core academic, administration, research, medical, and health care operations. Threats and Hazards Ranking Active Shooter Domestic Terrorism Cyber Terrorism Technology Hardware/Software Hurricane/Tornado/Tropical Storms Winter Storms Flash Flooding 25 20 20 20 20 15 15 Structure Fire/Hazmat Civil Disturbance Public Health Emergencies Hostage/Barricade (Suspect/Subject) Hostile Intruder Bomb Threat Thunderstorms/Windstorms 12 10 10 8 8 5 5
