LEAP-Agri: Enhancing Food Security and Sustainable Agriculture
LEAP-Agri focuses on improving food security and sustainable agriculture through research and innovation collaborations between African and European teams. With a total budget of 28M and 30 partners from 18 countries, LEAP-Agri has funded 27 R&I projects, aiming to strengthen the EU-Africa partnership in research and innovation. Projects like Eatsane, Africa-Milk, Spear, and Pasusi are among the promising initiatives receiving support. The initiative aims to address common priorities, promote cross-sector collaborations, and assess the impact of funded projects for future investments.

LEAP-Agri Background The Food and Nutrition Security and Sustainable Agriculture (FNSSA) was the first common priority research and innovation area, as part of the AU- EU High Level Policy Dialogue (HLPD) on Science, Technology and Innovation The road map for FNSSA was defined in 2016 the HLPD proposed to launch AU-EU the LEAP-Agri initiative (2017) and LEAP4FNSSA (2018) LEAP-Agri feedbacks should feed LEAP4FNSSA LEAP4FNSSSA IRC Webinar May 11th, 2022

LEAP-Agri early output and outcomes of funded projects The ERA-Net cofund LEAP-Agri is associated to the CSA Green ERA Hub* which aims at: Aggregating most of the relevant national funders in Europe in the Agri-food and biotechnology sectors Promoting cross-sector collaborations between Agri-Food and Biotechnology ERA- Nets, through implementation of new joint calls Identifying common research and innovation priorities, agreed upon by the participating national programmes, and address them via new joint calls; Monitoring, evaluating & assessing impact of the ERA-Nets projects Recently the AU-EU Innovation Agenda analysed 300 R&I projects and found 14 projects as the most promising projects with the highest business potential, warranting further investments for their potential to be fully reaped , from which four projects are LEAP-Agri funded : Eatsane, Africa-Milk, Spear and Pasusi. * Co-ordination of national research programmes in agri-food and biotechnology Joining forces of ERA-Net cofunds, EJP and self sustained initiatives LEAP4FNSSSA IRC Webinar May 11th, 2022
LEAP-Agri main early outputs of Additional activities Topic on agroecology : agricultural practices, species of interest, access to seeds, as well as farm development, management of soil erosion and of water access, improving nutrition, food security and the financial income of farmers, scaling farms to level supporting sustainability. Defining of cross cutting themes, importance of a participatory process to define the final topics. Mandatory involvement of a wide range of private actors from farmers to MSMEs or industry, since the beginning of the elaboration of the projects. Common discussion to ensure alignment with national research priorities. Promote participatory approaches, ex through living laboratories Establish a cooperation platform supporting the continuous engagement between partners, the institutionalised dialogue science/end-users of science, and presenting research results in a way which is understood by actors of practice and policy-making; The bi- continental STI cooperation is an effective level for designing and implementing programmes on agroecology Equilibrium of funding the continuation of previous projects and new ones. Collaborative R&I projects should be cofunded , partly by the EC and partly by a pan African entity or likely private donors. National financial commitments for R&I projects should be mandatory for all participants. Beyond LEAP-Agri : the ANRs funder experience Based on : 17 years of coordination or participation to numerous european and international programmes : ERANET FOSC, LEAP-Agri,; EJP soil eranet suscrop, ... The different networks in which we participate : JPI facce, Scar France, SCAR EUROPE; JPI Water, JPI oceans, Belmont forum The ongoing European discussions for partnerships and missions We promote that funders renew their way of working in order to better integrate the current trends and expectations. These evolutions have two main components in line with LEAP-Agri outputs: The first one is that public and private funders define with relevant stakeholders (researchers and users) the programme priorities to be funded in the frame of the strategic research agendas. The recommendations should be merged and discussed at upper level for actions (HLPD, EC, IRC ). Regional Unit 1 is based existing common policies and/or strategies. For example mediterranean region should be a cluster limiting overlaps among clusters A common share language in order to activelly involve stakeholders has a mandate from the IRC and is defined on Functionning mode has to be refined ; in terms of organisation and thematics Coordination Private and public funders, The Stakeholder Advisory Board is consultated for needs and first priorisation STAB The Scientific Advisory Board is advising for scientific priorities and stakeholders priorities implementation SAB Invited regional representatives Before bringing priorities to the IRC main body, policy representatives are invited for discussion on adequacy of proposals with national/regional strategies A Unit assembly with P&P coordination + SAB + STAB establishes the final regional proposal LEAP4FNSSSA IRC Webinar May 11th, 2022
