  4. FY22 FEDERAL PROGRAM FUNDED WELLS Currently identified approximately 300 sites (15 offshore) CA, LA, PA, OK, TX, UT, KY, WV, AK NPS 26 FWS 177 FS 53 BLM 22 Inspections to identify additional orphaned wells

  5. STEPS TO CLOSE ORPHANEDWELLS Permitting: NEPA, SHPO, NHPA, ESA, etc.. Contracting local firms Comply with Davis-Bacon Act; Buy American Act, etc. Onsite work (depends on site conditions, remoteness, and infrastructure) Hazmat Methane Groundwater and soil contamination

  6. METHANE PROTOCOL Decisions Process Methane detection (documentation) Pre-plugging measurements Post-plugging measurements Facing challenges regarding equipment and expertise to measure methane

  7. STATE COORDINATION IOGCC $2,000,000 shall be provided by the Secretary through a cooperative agreement with the Interstate Oil and Gas Compact Commission. O&G well permitting authorities at the states
