  10. Questions?

  11. Issue Overview: KanCare Expansion

  12. What is KanCare? KanCare, our state Medicaid program, provides health coverage for some disabled, elderly, and low-income Kansans. Under current eligibility requirements, most adults even those with very low income- do not quality for health coverage through KanCare

  13. Who qualifies for KanCare DENIED In Kansas, you must have a dependent child and make less than about $430/mo) for a family of 3. There is NO help for adults without children, regardless of how much you make.

  14. Who is in the Coverage Gap? 150,000 + Kansans

  15. KanCare Expansion What is the problem we are trying to address? Without health insurance, many people cannot afford to go to the doctor, which means lifesaving tests like mammograms, colonoscopies and other cancer screenings are not done on time or at all. Rural hospitals are struggling even closing because they do not have enough insured patients. When rural hospitals close, many Kansans lose access to the facilities where they receive cancer screenings and treatment.

  16. KanCare Expansion What are we asking the legislature to do? The Kansas legislature should bring hundreds of millions of our federal tax dollars back home to Kansas to provide needed health insurance though KanCare expansion. The lawmaker ask: Will you push for a committee hearing on KanCare Expansion? HB 2415 / SB 225 NOTE: If you are speaking with your Representative, you will reference the HB 2415 bill. If you are speaking with your Senator, you will reference the SB 225 bill.

  17. Questions?

  18. Advocacy 101

  19. Hook, Line, Sinker

  20. Hook: Introduce yourself Hi my name is ___________ and I live in _____________. Even if you have met your elected official a few times, you might and should reintroduce yourself and where you are from. Mentioning where you live identifies you as a constituent and voter from their district. Your elected official meets many people. Don t be hurt if they do not remember you.

  21. Line: tell them why youre meeting I m here to talk to you today about ______________, which will ______________. I care about this because __________________. The line is your explanation of the issue or piece of legislation and why you are advocating for it, and how it fits with your personal story or experience.

  22. Sinker: what youre asking of them Can I count on you to push for a committee hearing on Medicaid expansion? The sinker is what wraps up your visit. Without the sinker, your meeting was just a chat and a photo op. Be direct in the way you ask the question. Phrase it in a way that will give you a yes or no answer. Anything other than yes is a no. For example, I ll have to take a look at it. means you have more work to do. Ask what additional information they need and how you can follow up with them.

  23. Hook, Line, Sinker example Hook: Hi Senator Francisco, my name is Christina Cowart and I live in Lawrence, KS. I m a volunteer with the American Cancer Society Cancer Action Network. Line: I m here today to speak with you about KanCare expansion and how important it is in the fight against cancer. In 2020, my father was diagnosed with prostate cancer. He was lucky to have comprehensive health insurance coverage. There are about 150,000 Kansans in the coverage gap who don t have access to affordable health care. For those that don t have access to care, they aren t able to get screened, diagnosed, or afford cancer treatment. Polling data shows that 72% of Kansans are in favor of expanding KanCare and it s time for Kansas lawmakers to take action on this issue. Sinker: Will you push for a committee hearing on SB 225, a bill to expand KanCare?
