  9. MESSAGING

  10. Good messaging: Itd be wrong to send Dreamers home (Dem + Ind), and people will be required to follow rules (Rep + Ind). LEGISLATION POSITIVES TOP TIER % Very convincing [DREAMERS] Dreamers came to the U.S. as young children and many have been here for over 20 years. They are American in every way but their paperwork, and it would be wrong to send them with no family to a country they don t know. [RULES] This earned pathway to citizenship includes requirements like participants learning English, paying any taxes owed, and passing a background check and those who do not pass these strict requirements will not be able to qualify. Overall Democrats Independents Republicans 73 43 23 48 40 41 34 38 10

  11. Messages on border security, that immigrants make America stronger, and that this is a chance to finally take action on immigration test with less intensity. LEGISLATION POSITIVES SECOND TIER % Very convincing [BORDER] While we continue to invest in smart border security to reduce illegal immigration, we also need to create an earned pathway to citizenship for Dreamers who have come to this country as children and have lived here for over two decades on average. [STRONGER] Immigrants make America stronger by driving business creation, fueling innovation, strengthening communities, and bolstering the middle class. This legislation will help the U.S. stay competitive and drive economic growth. [SYSTEM] This is a bipartisan opportunity to take a step forward after three decades of inaction on immigration. This legislation will result in better security for our border and protections for Dreamers. Overall Democrats Independents Republicans 61 30 17 37 46 22 12 28 34 23 10 23 11

  12. The vote moves against us after positive and negative messaging we do not benefit from an extended debate. The U.S. is a nation of laws, and we shouldn t reward those who come to this country illegally. This legislation will only encourage more illegal immigration and open borders increasing crime and the number of immigrants living off U.S. taxpayer dollars.
