THE MIDTERM REVIEW OF THE IMPLEMENTATION OF ALL INTERNATIONAL DRUG POLICY COMMITMENTS ROUNDTABLE DISCUSSION CONVENED BY THE CHAIR OF THE CND AT THE MARGINS OF THE ECOSOC COORDINATION SEGMENT H.E. Mr. Philbert Abaka Johnson Chair of the Commission on Narcotic Drugs at its 67th session 1 February 2024

KEY MILESTONES Strengthening actions at the national, regional and international levels to accelerate the implementation of joint commitments made to jointly address and counter the world drug problem UNGASS Outcome Document (2016) Political Declaration & Plan of Action (2009) Joint Ministerial Statement (2014) Ministerial Declaration (2019)

MANDATE OF THE MINISTERIAL STATEMENT Ministerial Declaration (2019) In March 2023, the CND decided on the modalities of the 2024 CND Midterm Review (CND Resolution 66/1): To convene a 2-day high-level segment in addition to the 5-day regular session of the CND in 2024, consisting of: a) General Debate; conducted in parallel with b) Two multi-stakeholderroundtables on the topics of Taking stock: work undertaken since 2019 and The way forward: the road to 2029 (outcome of roundtables: Co-Chair s summary) Member States resolved to review in the CND in 2029 implementing all international drug policy commitments, with a midterm review in the Commission in 2024 progress in

CHALLENGES IDENTIFIED IN MD: Comprehensive stock-taking 2023 4 6 DECEMBER 23 25 OCTOBER Day I Expanding & diversifying range of drugs & drug markets Illicit abuse, cultivation, production, manufacture of & trafficking in illicit narcotic drugs & psychotropic substances Day II Links between drug trafficking, corruption & other forms of organized crime Low value of confiscated proceeds of crime related to money-laundering arising from drug trafficking Day III Criminal misuse of information & communications technologies Non-compliance with international drug control conventions & international human rights law Day I Increased number of deaths related to drug use HIV, HCV & other blood-borne diseases associated with drug use Day II Adverse health consequences of & risks associated with new psychoactive substances Risks to public health & safety posed by synthetic opioids & the non-medical use of prescription drugs Day III Availability of internationally controlled substances for medical & scientific purposes Way forward

COOPERATION WITHIN ECOSOC FAMILY Topics of common interest for discussion in the ECOSOC family (EXAMPLES): Challenges identified in the Ministerial Declaration: Range of drug markets: Statistical Commission, CCPCJ Illicit cultivation, production and manufacture of narcotic drugs: CCPCJ, CSTD, UNFF Drug use, treatment and health services, rate of transmission of HIV etc. associated with drug use: CPD, CPD, CSocD, CSW Availability of internationally controlled substances for medical and scientific purposes: CDP, CSocD, CSW Increasing links between drug trafficking, corruption, and other forms of organized crime, proceeds of crime, criminal misuse of ICT: CCPCJ, CSTD Reliable data on world drug problem: all subsidiary bodies, particularly Stat. Comm. Cross cutting issues - Cooperation at all levels, innovation, capacity-building and resource mobilization: all subsidiary bodies

OUTCOME OF THE HIGH-LEVEL SEGMENT To work in good faith towards adopting a concise, action-oriented document at the opening of the high-level segment, focused exclusively on: taking stock of the implementation of all existing international commitments between 2019 and 2023, indicating the work to be done to accelerate the implementation from 2024 until 2029 of all those existing commitments. drug policy Negotiated during the intersessional Opening - Invited to deliver introductory statements: period preceding the regular 67th session
