  3. 1. Same-sex (gay or lesbian) couples should not be allowed to adopt children. 2. Sometimes it is better for a child to live away from their family s home, with better-suited parents. 3. Race of the adoptive parents and the race of the child should be one of the factors considered in adoption proceedings. 4. Adopted children should be able to find out the names of their birth parents (open adoptions). 5. Surrogates (women who carry children for couples who cannot conceive) should be entitled to parental rights. 6. Parents generally know what is best for their child. 7. Single parents should be allowed to adopt children. 8. White parents will be unable to give a child of color the proper upbringing and this type of adoption can result in an identity crisis for the child that should be avoided. 9. People in the United States should be limited to only adopting children in our country (they should not be allowed to adopt children from overseas). 10. All pregnant teens should be mandated by the government to give up their children for adoption.

  4. Many parents give up their parental rights at the child s birth. These children can live with Otherwise, children can be taken from their birth parents through termination of parental rights hearings. -Foster families/group homes -Other relatives (aka kinship care) The court s goal is reunification with family, but this is not always possible. Court may become temporary legal guardian if parent is deemed unfit. -Formally adoptive parents

ADOPTION AGENCIES Few legal restrictions BUT agencies/courts try to pair children with people most like them Single parents Different race - as of 1996, agencies receiving federal funding are NOT permitted to consider this (the rest can) Different religion Application process People wishing to adopt are evaluated Public vs. private Go-betweens Some license this, some see as illegal

PUBLIC PRIVATE Evaluation fee - little to no charge Evaluation fee - quite expensive Funded by the adopting families Funding from local, state and federal offices Can be for-profit or non-profit Children are typically newborns Children newborns to 17 y.o. Care relinquished directly from birth parent to adoptive parent, agency provides legal assistance for both sides Typically associated w/ foster care, child welfare system Want to reunite child w/ family but if not end up in adoptive homes Adoption of children from other countries Adoptive families eligible for monthly stipend
