  1. GROOMING AND DRESS STANDARDS AR: 350

  2. PURPOSE To establish standards, specifics, and appropriate dress code to ensure the identification of correctional staff in order to promote staff, public and inmate safety. It is the policy of the NDOC to ensure that all employees portray the most favorable image of law enforcement. Such an image should reflect the highest professional standards and be consistent with public expectations of a disciplined organization which demonstrates confidence and trust.

  3. INSTRUCTIONAL GOAL Students should have an understanding of the importance of a professional appearance whether on or off duty at all times. Explain to students how their appearance will effect their status in their workplace.

  4. OBJECTIVE Define professionalism Explain the different variations of authorized work uniforms

  5. Professionalism: defined as the skill, good judgment, and polite behavior that is expected from a person who is trained to do a job well. Demonstrating professionalism can benefit the organizations reputation, morale and success.

  6. WHOSE RESPONSIBLE? The Director is responsible for the establishment of regulations The Deputy Directors are responsible for the implementation of grooming and dress standards for their respective divisions. Supervisors are responsible to ensure compliance with grooming and dress standards. MOST IMPORTANTLY: All uniformed and non-uniform staff shall be responsible to understand, follow, and apply the NDOC grooming and Dress Standards while employed at the NDOC.

  7. AR: 305.01 GROOMING STANDARDS 1. Hair requirements for Uniformed staff: a) Hair shall be styled in a fashion which shall not impair vison or create a safety-hazard in the work area. b) Hair shall not be styled or combed forward any lower on the forehead than the eyebrow, measured from the high point of the eyebrow, and shall not be visible on the forehead when the uniform hat is worn. c) Hair style shall not impede, restrict, or detract from the proper wearing of the uniform hat.

  8. d) Employees hair shall be cut or styled so as to not extend below the top of the shirt collar while sitting or standing and shall not cover any part of the outside portion of the ear. No decorations in the hair are permitted and hair clips or pins shall closely match the color of the hair. All authorized styles of hair require the proper wearing of the uniform hat. If the hat cannot be worn properly, the hair style is not permitted. e) Hair style and color shall not distract from the uniform. Shaved designs that are visible are prohibited, to include designs or row cutting. Designs do not include natural curls or braids that meet the standards in this regulation.

  9. f) Hair shall not exceed two (2) inches above the top of the head. g) Hair shall not be worn in any eccentric style such as Mohawk, Ducktail, or coloring that is unnatural to human hair colors. h) Wigs and hairpieces must conform to hair requirements i) Hair shall not be styled in any fashion, which hinders wearing the approved uniform hat in its original and historical prescribed manner j) Ponytails are not authorized for uniformed staff.

  10. 2. Facial Hair: Neatly trimmed sideburns and/or mustaches are permitted as followed a) Sideburns shall not extend below the bottom of the ear. The maximum width shall not exceed 1 inches. b) Sideburns shall be of an even width and will not be flared. c) Mustaches shall no extend more than inch below the corners of the mouth. Waxed ends or points shall not be allowed. d) Beards and goatees are allowed. No longer than 1 inch. Must be able to utilize safety equipment if assigned post deems it necessary. Can purchase own mask developed for those with beards or goatees but must keep it on their belt at all times. If not on their belt must report clean shaving.

  11. 4. Make-up: Employees may wear cosmetics that blend with or match the natural skin tone of the employee. False eyelashes are not permitted. Upon medical verification by the employee s personal physician, any employee may wear cosmetics to conceal facial disfigurement. The cosmetics shall blend or match their natural skin tone. 5. Tattoos: Tattoos or branding will not be exposed or visible while on-duty. Such markings shall be covered by clothing. All other markings that cannot be covered by clothing shall be covered using make-up, neutral toned bandages or patches. Hand and finger tattoos shall be covered with approved gloves.

  12. 6. Fingernails: a) Fingernails shall be kept clean and neatly trimmed b) Fingernails of custody shall not extend more than inch. Polish on nails is permissible but decals are not permitted.

  13. 7. Jewelry: a) Wristwatches may be worn b) Medical alert bracelets permitted c) Rings shall be limited to one ring per hand d) Necklaces not to be permitted while on duty except for religious medals that are to be covered by the uniform shirt. e) Stud earrings which do not extend below the earlobe may be worn. f) Employees are prohibited from stretching their earlobes, wearing face piercings or tongue studs. g) All jewelry implants will not be exposed or visible while on-duty. h) Employee Organization pins must be approved by Deputy Director.

  14. AR: 350.02 PICTURE IDENTIFICATION CARDS Identification cards are to be worn picture face out, in accordance with AR 352. a) All staff are required to wear their NDOC picture I.D in plain sight at all times while on duty. b) ID s are to be worn on the left front shirt pocket

  15. AR: 350.03 PEACE OFFICER BADGES Correctional Officers shall not be allowed to wear the Peace Officer badge until they have taken the Oath of Office. Wallet Badges- Director, Deputy Director, Wardens, Inspector General, Inspector General Investigators and Associate Wardens are the only staff authorized to possess NDOC wallet badges while on duty. In accordance with 18 USC 926B, Peace Officers who carry a concealed weapon off duty are required to have both their badge and ID in their possession.

  16. AR: 350.05 DRESS STANDARDS It is important to ensure that your uniforms are clean, pressed and serviceable when reporting for duty. Different Variations of Uniforms: Class A Class B Class C

  17. CLASS A UNIFORM DEFINED Shirt Tan in color, short and long sleeves may be worn year-round T-shirts are required to be worn Must be white or black, cotton crew neck Trousers Green in color and will be the type distributed by the DOC Uniform Contractor

  18. CLASS A UNIFORM CONT Tie same color as trousers, green Are optional with the Class A uniforms unless directed otherwise by a supervisor or higher authority Trouser Belt black, basket weave no less than 1 inches in width

  19. CLASS A UNIFORM DUTY BELT Duty Belt Not required, however is authorized if assigned to a post where the duty belt is needed Has to be black in color Leather, Corfram, or Nylon Will not be less than 2 inches in width All accessories shall match the duty belt in design and color

  20. CLASS A UNIFORM FOOTWEAR Oxford / Chukka Black, lower cut, lace-up dress shoe Quarter Boots Black, lower cut, lace-up dress boot Boots / Lace-up Type Black, lace-up boot

  22. CLASS B UNIFORM DEFINED Related image Shirt Tan in color, short and long sleeves may be worn year- round. T-shirts are required to be worn Must be white or black, cotton crew neck Trousers Green in color and will be the type distributed by the DOC Uniform Contractor Class B are different from Class A due to different pocket compartments on both the shirt and pants.   23. CLASS C UNIFORM DEFINED Shirt BDU type, Green in color which is supplied by the DOC Uniform contractor Trousers BDU type, Green in color, which is supplied by the DOC Uniform contractor Belts Worn the same as for Class A Uniform

  24. CLASS C UNIFORM FOOTWEAR Must be the approved boots / lace-up type which is supplied by DOC Uniform Contractor.

  25. CLASS C POLO UNIFORM Officers may wear an approved polo-type shirt which is distributed by the NDOC Uniform Contractor year round.

  26. CLASS C UNIFORM INSIGNIA Class B uniforms must have the NDOC patch on left shoulder, and the American Flag on the right shoulder Cloth-sewn type officer badge Cloth-sewn type name tag

  27. CLASS C UNIFORM DUTY BELT A trouser belt and a duty belt is required to be worn with the Class B uniform at all times

  28. CLASS C UNIFORM UNDERGARMENTS The BDU uniform must be worn with either a: White, black, or green crew neck type t-shirt No type of lettering, decals, or logos White, black, or green turtlenecks are authorized May have the initials DOC embroidered on the left side of the collar

  30. OUTER GARMENTS Jackets Winter jackets (nylon), green Tuffy style Silver colored buttons for: C/O trainees C/O s Senior C/O s Sweaters Forest green, wool, pull over type V neck, or cardigan from the NDOC Uniform contractor only

  31. OUTER GARMENTS HEADGEAR Headgear is optional Green Utility hat (baseball type cap) May be worn with all types of uniform Trooper type winter hat During cold or foul weather Winter Headgear Authorized during inclement weather

  32. NON-CUSTODY UNIFORM Non-uniform staff may wear clothing consistent with general community standards applicable to their trade and profession, consistent with this regulation, mindful of the environment in which they work, consistent with this regulation.

  33. 1. Staff are required to wear a button-up dress shirts or polo style shirts. Long or short sleeve shirts may be worn. No T-shirts, no logos. No shirt may be worn similar in color to the inmate blue. Staff may not wear see through dress blouses or shirts. 2. Staff will wear business casual wear, Docker style or dress slacks with boots, casual or dress shoes year around. Dresses will be no shorter than two inches above the knew. No tight fitting clothing. Leggings may be worn if accompanied by a fingertip length or longer loose fitting top or dress. 3. When appearing in court or on outside business for the Department, staff will be dress in a dress shirt, suit, dress or dress slacks, dress shoes or boots and a sport jacket. 4. When appropriate for range, defensive tactics, or other similar activities as required by a hosting agency, cargo pants and appropriate shoes may be worn as directed.

  34. DRESS STANDARDS Nursing Staff: - Nursing staff may wear lab coats, scrubs, and other clothing consistent with this regulation and general community standards applicable to the medical trade and profession, mindful of the environment in which they work and consistent with this regulation. No red, blue, orange or yellow colors are authorized. The Warden maintains the final approval on colors that are not authorized in correctional facilities.

  35. DRESS STANDARDS Prison Industry, Food Service, Recreational and Laundry Staff: - Staff are expected to dress consistent with general community standards applicable to their trade and profession, consistent with this regulation, and mindful of the environment in which they work and consistent with this regulation. The Warden maintains the final approval.

  36. DRESS STANDARDS Maintenance: - Maintenance staff may wear clothing consistent with general community standards applicable to their trade and profession, consistent with this regulation, mindful of the environment in which they work and consistent with this regulation. 1. Trousers: dark brown in color, made of durable fabric such as cotton or cotton blend fabric. 2. Footwear: four types of approved boots. Oxford type, Quarter Boot, Boot Lace up and Wellington type Boots. 3. Belt: belt shall be brown leather and shall be no less than 1 wide and must have a garrison type buckle, silver or gold in color. 4. Work Gloves: Gloves must be leather, pal and fingers. 5. Jacket: winter jacket must be brown in color and match the trousers. 6. Headgear: one brown authorized style of headgear is brown, baseball type cap, with the NDOC star on the cap.

  37. DRESS STANDARDS Nursing Staff: - Nursing staff may wear lab coats, scrubs, and other clothing consistent with this regulation and general community standards applicable to the medical trade and profession, mindful of the environment in which they work and consistent with this regulation. No red, blue, orange or yellow colors are authorized. The Warden maintains the final approval on colors that are not authorized in correctional facilities.

  38. PROHIBITED CONDUCT Employees will not wear the Department uniform in any bar, tavern, gambling hall or nightclub, except in the necessary performance of assigned duties Identification cards or badges are not to be used to misrepresent official capacity or authority Not authorized to purchase alcoholic beverages while in uniform Engaging in activities that might reflect negatively on the Department
