Zero-Emission Powertrain Certification Workshop Highlights
Workshop materials and agenda from the Zero-Emission Powertrain Certification 3rd Public Workshop held in El Monte, CA on March 20, 2018, discussing the ZEP Cert framework, applicability, testing, monitoring requirements, and more. The workshop aimed to accelerate the adoption of zero-emission technologies to address California's climate and air quality challenges. Written questions and comments were invited for further discussion and implementation. The conceptual framework, applicability, and certification updates for on-road and heavy-duty vehicles were also covered.

8/1/2024 8/1/2024 ZE Powertrain Elements Zero-Emission Powertrain Definition: Any system of components capable of providing vehicle tractive effort for a given application without producing emissions. Energy Storage System Fuel-Cell System Power Electronics Electric Drive Components 8
ZE Powertrain Certification Applicability On- and Off-Road 8/1/2024 8/1/2024 ZE On-Road (New) Vehicle GHG Certification Powertrain Certification ZE Aftermarket Parts Conversion Approval Powertrain Certification ZE Off-Road (Optional) Powertrain Certification 9
8/1/2024 8/1/2024 Certification Families (Draft Proposal) All powertrains in a test group shall contain same battery characteristics (e.g., chemistry, packaging, cooling strategies, etc.) Battery scaling (e.g., additional modules to increase total pack capacity) would be allowed in same test group 10
8/1/2024 8/1/2024 Certification Testing (Draft Proposal) Battery Capacity Test: SAE J1798 (module-level testing acceptable) Testing within pack design parameters Results from module testing scalable to different pack configurations Usable capacity (max capacity in SAE J1798) and available capacity (manufacturer-limited capacity) 11
System Monitoring and Diagnostics (Draft Proposal) 8/1/2024 8/1/2024 Structure similar to Engine Manufacturer Diagnostics (EMD) Must monitor: Energy Storage System Including State of Health (OEM defined) Power Electronics Motor/Generator Regenerative Braking System Charger Must identify fault modes and store faults 12
8/1/2024 8/1/2024 Certification Families (Draft Proposal): Shall be grouped by the vehicle weight classes 4 groups: Class 2b/3, 4/5, 6/7, 8 Certification levels would move from Level 1 to Level 2 once 250 vehicles within the weight class have been sold 13
8/1/2024 8/1/2024 In-Use Testing (Draft Proposal) Level 1 None required Level 2 Report in-use capacity test at year 3 and year 6 Use SAE J1798 or manufacturer devised procedure to determine on-board energy capacity (e.g., using the charger to measure kWh accepted by battery) 14
8/1/2024 8/1/2024 Warranty (Draft Proposal) Level 1 Defects/workmanship for minimum of 3 years/50,000 miles Level 2 Defects/workmanship for minimum of 3 years/50,000 miles Manufacturer shall specify warranted percentage of usable capacity 15
Warranty Reporting and Recall (Draft Proposal) 8/1/2024 8/1/2024 Level 1 and 2 Warranty reporting if warranty rate exceeds the greater of 1% of CA sales or 10 valid claims within a weight class group Executive Officer may require recall if warranty rate exceeds the greater of 4% of CA sales or 25 valid claims for the same component failure Manufacturer required to reimburse for towing costs for distances over 50 miles as measured by the distance between the vehicle s base of operation and the nearest authorized repair facility if repair is found to be covered during the warranty period 16
8/1/2024 8/1/2024 System Monitoring and Diagnostics (Draft Proposal) Level 1 and 2 Any modifications to powertrain certification monitoring and diagnostics shall be reported Required Connector: Must meet the requirements in Title 13 CCR 1971.1(h)(2) or provide an adapter designed to communicate with an SAE J1939 network Required Scan Tool Communications: Must meet the controller area network requirements in Title 13 CCR 1971.1(h)(3) 17
8/1/2024 8/1/2024 Service and Repair (Draft Proposal) Level 1 and 2 Must have a service/dealer level technical repair manual for the powertrain Must provide copy to CARB at time of certification Must provide updates and technical service bulletins Must provide dealer level diagnostic software to CARB Make available to third party repair facilities (manufacturer may require technical and/or safety training prerequisites) 18
8/1/2024 8/1/2024 Disclosure Statement (Draft Proposal) Level 1 and 2 Disclosure statement to purchaser about considerations when buying a vehicle with a zero- emission powertrain Example Considerations: Gradeability needs, acceleration requirements, max speed, range on work cycle, impacts on range from HVAC usage, and charging/fueling infrastructure. 19
Off-Road Equipment 8/1/2024 8/1/2024 Optional process Supports funding program requirements to have CARB verified/certified system Certification at the powertrain level 20
