  5. Foundational Goal Eligible voters in an election shall cast votes for eligible candidates in contests for which they are eligible. Votes cast by eligible voters shall be counted. Election Integrity Votes shall not be counted for persons who are not qualified to vote or eligible to cast votes for certain contest items. Votes shall be counted accurately.
