MN Statutory Broadband Goals ALL MN households & businesses are to have access to speeds of at least: 100 mbps download / 20 mbps upload by 2026 State & county broadband grants require ISP partners deliver at least 100/20Mbps
July 15 Aug 15 2022 Township Speed Test Results 3072 valid tests completed (several hundred tests removed from dataset due to out of state test location) 13 ISPs tested Overall average download speed: 14.14 mbps Overall average upload speed: 2.23 mbps
Township state grant eligibility as of May 31, 2022
November 2022 Status Update Century Link: Township is not on their radar for broadband expansion prioritization process required Midco: requested informational meeting in August no further contact from them after several follow-up emails Washington County grant money still available - first-come, first- serve: $640,000 one application in-process MN Office of Broadband Development (OBD) 2023 Border to Border grant funding to be advised by end of December Applications due late Feb. / early March Grant awards announced early summer 2023 Possible second grant round later in 2023
November 2022 Status Update Comcast/Xfinity: Township remains on priority list for 2023 fiber build-out project awaiting state grant funding news Meghan Shea at Comcast We ve not heard back from State of MN (on 23 grants). Comcast is looking ahead to next round & preparing for applications. Stillwater Township is still on that list for consideration. I hope to have more info in the very near future. - email 10/28/22
New 2022 state program: Line Extension Connection Program Purpose: Award grants for extension of existing broadband to unserved locations (under 25 mbps down, 3 mbps up) Residents submit applications to OBD directly Every six months OBD sends addresses to each MN bb provider Providers notify OBD in 10 days if they can provide service at addresses, with grant amount requested to extend service Within 60 days, OBD selects lowest bids OBD enters into line extension agreements with winning bidders Bid winners have one year to complete line extension

December Jan 2022-23: Anticipate MN Border to Border 2023 Grants announced Anticipate Comcast/Xfinity to advise on project build-out plan, grant applications Feb-early March 2023: Grant applications due Early summer 2023: Grant awards announced
