Mid Cycle Advice Letter Update Mid Cycle updates advice letters were submitted on July 16, 2018 proposing adjustments to program budgets, energy savings targets, program measures and other administrative program components. On August 6, 2018, NCLC, NRDC, CHPC and Greenlining Institute submitted a joint protest to the Mid-Cycle advice letter filings. On August 13, 2018 the IOUs responded to the joint parties protest. The target to act on the advice letters is 4th Quarter of 2018 to deploy updates and adjustments by the start of 2019. 3

  5. CARE/ESA Post 2020 Guidance The Commission s Guidance Decision is targeted for 4th quarter 2018 or early 2019 in preparation for the IOU budget application filings which are due June 1, 2019. A Commission Decision addressing the Budget Applications and post 2020 low income programs is anticipated 4th quarter 2020. 5

  8. 2022 Low Income Needs Assessment Projected Activity & Timeline Public Utilities code Section 382 (d) Beginning in 2002, an assessment of the needs of low-income electricity and gas ratepayers shall be conducted periodically by the commission with the assistance of the Low-Income Oversight Board. A periodic assessment shall be made not less often than every third year. The assessment shall evaluate low- income program implementation and the effectiveness of weatherization services and energy efficiency measures in low-income households. The assessment shall consider whether existing programs adequately address low-income electricity and gas customers energy expenditures, hardship, language needs, and economic burdens. The initial planning phase for the 2022 LINA will begin once the 2019 assessment is finalized. Energy Division will coordinate with the Board and IOUs to initiate this effort and see it through to completion. ESA Multifamily Common Area Measure Initiative Activity & Key Milestones Recent Activities: July 26th MFWG Quarterly Meeting to advance the following items: Reviewed challenge/barriers of Single Point of Contact (SPOC) and different SPOC implementation approaches Continued ESA MF CAM metric discussion and ways to improve in 2019, Discussed the need for annual non-deed restricted MF property analysis. September 7th MFWG Ad Hoc Meeting to discuss required actions for 2018 Continued re-syndication projects coordination to ESA MF CAM initiative (i.e., sorted potential projects into IOUs territories and etc.) Discussed actions for annual non-deed restricted MF property analysis and planned engagement with MFWG members (i.e., results of this analysis will be reported in ESA 2019 Annual Report by IOUs) Assigned actions to develop 2018 MFWG Progress Report (due 12/31/2018) by MFWG members (i.e., established report outline with assignments) Discussed the need to collect ESA CAM feedback from SPOC, contractors, and property owners (i.e., consider implement program exist feedback survey). 10

ESA Multifamily Common Area Measure Initiative Activity & Key Milestones Upcoming Activities: Review statement of work for Non-deed restricted MF property analysis and engagement with MFWG members Focus MFWG conversations on future program enhancements as well as current period implementation requirements Continue to support MFWG mandated activities specified in Decision 16-11-022, including specific year-end progress report for 2018 and 2019 Next MFWG Quarterly Meeting is 10/29/2018 in San Francisco, CA, hosted by PG&E, MFWG attendees are invited to attend MF coordination meeting and MF HERCC Meeting scheduled for 10/30/2018. 11
