Nominations and Appointments Brief July 2023 1
Nominations and Appointments Nomination- An endorsement of a candidate from an official nominating source Appointment- An offer of admission for a candidate who is found to be fully qualified (scholastically, medically, physically, and have obtained a nomination). Not all fully qualified candidates will receive an appointment. Each year there are approximately 2300 fully qualified candidates and only 1400 candidates are offered appointments. 2
Nomination Sources Students should be applying to all eligible sources for nominations: - Both Senators - District Representative (or Delegate, if applicable) - Vice-President - Service-Connected Nominations, if eligible 3
Nominations Each nomination is a separate competition category Multiple Nominations Do not make a student more competitive Do allow the student to compete in more than one category or on more than one nomination slate for an offer of appointment 4
Congressional Nomination Guidelines Domicile requirement reside, pay taxes, own property, vote Military members: either CD of current duty station or Home of Record/State of Legal Residence College and Prep School Students apply where parents reside Students should go to www.senate.gov and www.house.gov for names of their Senators & Congressman 5
Application Processes There are two separate application processes: To the Naval Academy To all nomination sources Application to only one will not complete or generate the other process Candidates need to work on both their USNA application and all nomination applications simultaneously 6
Congressional Nomination Applications Request any information directly from the student needed to make nomination decisions Could mirror service academy applications (Whole Person) SAT/ACT scores School transcripts Letters of Recommendation Extra-curricular Activities Interview Panel Representatives knowledgeable of service academies 7
Congressional Panels Used to conduct interviews by Congressional Offices during their nomination process Often seek BGO or Alumni support BGOs should recuse themselves if they have a candidate going through the process 8
Congressional Nominations 5 constituents per Congressional Member in Brigade - Charges Max of 10 nominations may be submitted per Congressional vacancy (1 or 2) Nominating Systems Competitive Principal with Competitive Alternates Principal with Numbered Alternates 9
Vice-Presidential Nomination Nomination source for all U.S. citizens Apply online via our website Application goes to VP Office (no additional letters of recommendation necessary) We add Admissions Communication in candidate s application 10
Service-connected Nomination Sources Presidential Parent on active duty, or retired from active duty with pay On reserve duty with at least eight years service (2880 points), or be eligible or drawing retired pay Children of Deceased or Disabled Veteran Service- connected death or 100% disabled ROTC/JROTC NROTC CO can nominate 3 candidates per year MCJROTC/NJROTC Instructor can nominate 3 candidates per year Designated Honor JROTC schools can nominate 3 candidates per year Secretary of the Navy (SECNAV) Available to Regular and Reserve USN/USMC 11
Service-connected Nominations Forms Forms are online on our webpage: www.usna.edu/Admissions Steps for Admissions Nominations All service-connected nomination forms and supporting documentation sent to us Processed and entered into candidate s record No limit to the number of noms granted in these categories 12
Letters of Assurance (LOA) Conditional Offer of Appointment USNA civilian equivalent to an Early Offer Extended after candidate is found Qualified by the Admissions Board Guaranteed a Fully Qualified offer of Appointment once remaining requirements are successfully met Medically Qualified Nomination 13
Fully Qualifed Offer of Appointment All aspects of admission have been met Congressional Members receive first notification of FQOs offered to students on their nomination slate, for all noms in the system at the time of offer 48 hours to notify students Student needs to Accept/Decline offer of appointment by 1 May 14
Charging Charge the class after Induction Day - Accept the offer - Remain medically qualified - Show up on Induction Day - Take the Oath of Office Only one Midn is charged per vacancy Charges will affect vacancies for next year s nominations 15
Filling the Class Congressional Slates Qualified Alternates top 150 in order of merit Must have Congressional nomination Other nomination sources (Pres, ROTC, etc.) Additional Appointees Category used to fill remainder of the class At least 75% must have Congressional noms 16

Academy Days Congressional Office: Notifies us when they have event details Make a flyer and send to us via email Invite all service academies to attend Send flyer to local high schools Advertise on Member s website Create timeline for the event 19
Academy Days USNA: Post Academy Day flyer on our Admissions website Notify Area Coordinators for Blue and Gold Officer attendance Please notify NOMS if you know about a CAD in case the office does not notify us Midn attendance Weekends only Budget pending Company Officer s approval Midn from your state/district Midn availability and acceptance 20
Election Year Rules Current Member can nominate up until 31 December New Member will inherit the nominations submitted If there s room on the slate, new Member can make additional nominations until 31 January Same rules apply for special elections 21
DODMERB Process 1) USNA sends candidate to DODMERB 2) Candidate receives email from DODMETS (aka CIVTeam). Schedule appointments on www.dodmets.com. Attend appointments. Providers will send examinations back to CIVTeam. CIVTeam sends whole package to DODMERB. Students will see their status on dodmets.com (ie- exam results have been received, missing document, case closed) 3) Once status is case closed on dodmets.com, have to go to DODMERB (dodmerb.tricare.osd.mil) for actual medical qualification status. Entire package is reviewed by DODMERB. DODMERB may request more information; will be posted on DODMERB. If qualified, DODMERB will say qualified. If med DQ, DODMERB will say under waiver review . Candidates need to KEEP CHECKING DODMERB 23
Prep School Students cannot apply directly for Prep School Complete service academy application and is Admissions decision Students do not need a nomination to attend prep school Nominations do not carry over from year to year Students will need a nomination the following year coming into the service academy 24
Best Practices Encourage students to apply early for Congressional nominations Encourage students to apply for all nomination sources for which they are eligible. Direct students to Member s websites for nomination application/deadline information.
