THE GHANA NATIONAL SERVICE SCHEME. The GNSS was established by NRCD 208 (1973) and operated a 2-year mandatory National Service for Ghanaians 18 years and above. The Scheme was later given legitimacy under the 1979 Constitution with the thrust of NRCD 208 being upheld. The About Us About Us Ghana National Service Scheme Act, 1980 (Act 426) was then promulgated and passed HON. OSEI ASSIBEY ANTWI TOOK OFFICE IN OCTOBER 2021 TO STEER THE AFFAIRS OF THE by the Parliament of Ghana to give it SCHEME.. constitutional backing. 2
The Scheme is mandated to mobilise, train and deploy tertiary graduates from accredited institutions of higher learning to the following areas of national priority: Education Health Agriculture/Agro-business Administrative Support Rural Development Private Sector Support Urban Traffic GNSS Support Business Services MANDATE OF THE SCHEME MANDATE OF THE SCHEME The Scheme deploys an average of 120,000 National Service Personnel annually. 3

Assibey Antwi assumed office, the following are some of his achievements: 2. DEVELOPMENT AND OPERATIONALISATION OF AN EMPLOYABILITY PLATFORM 3. ELECTRONIC SCHOOL LIST SUBMISSION 4. DIGITAL IDENTITY GENERATION FOR NSP 5. NSS BUILDING AND CONSTRUCTION BRIGADE 6. LARGEST COMMERCIAL AGRICULTURAL PROJECT BY ANY STATE INSTITUTION IN GHANA 7. JOB PLACEMENT AND EMPLOYABILITY MODULES 8. DEVELOPMENT OF A NATIONAL SERVICE POLICY 9. TRANSITIONING THE SCHEME INTO AN AUTHORITY 10. INCREMENTS OF NSS ALLOWANCES 4
DEVELOPMENT AND INTRODUCTION OF AI- ENABLED FACIAL RECOGNITION METRIC APP The introduction of this AI-enabled Multi-layered Facial Recognition Metric App culminated in the detection and subsequent deletion of 14,406 ineligible persons inserted into the NSS Allowance payroll by some unscrupulous individuals. This move saved the Scheme in excess of GH 112 million. 5
DEVELOPMENT AND OPERA TIONALISA TION OF AN EMPLOY ABILITY PLA TFORM This is a platform developed to: Provide graduates onboarded to the platform linkages between companies and Provide seamless access to all stakeholders in the employment space Reduce recruitment costs for employers Serve as a one-stop shop for employers, among others 6
ELECTRONIC SCHOOL LIST SUBMISSION Developed to solve issues such as: Data Breach Errors due to multiple desktop processing Late submission of class lists Data manipulations 7
DIGITAL IDENTITY GENERATION FOR NSP 8
NSS BUILDING AND CONSTRUCTION BRIGADE The Scheme has recruited and trained NSPs with skills in Building Technology, Plumbing, Metal Welding and Fabrication, Electrical Engineering, Surveying and Spatial Planning among others to form the NSS Building Brigade. This has provided employment of over 200 NSPs. 9
LARGEST COMMERCIAL AGRICULTURAL PROJECT BY ANY STATE INSTITUTION Towards Import Substitution, Food Nutrition and Reducing Graduate Unemployment 20,000 (out of 200,000 acres) acres of land is being developed to cultivate essential crops. 60,000 direct jobs are being created from the Agric Project alone. 10
NSS MSMEs ACCOUNTING AID PROGRAMME NSS MOTAC SUPPORT PROGRAMME NSS PEDAGOGY TRAINING PROGRAMME NSS / AGRI-IMPACT GREENHOUSE SKILLS DEVELOPMENT PROGRAMME NSS / KOSMOS INNOVATION CENTRE PROJECT JOB PLACEMENT AND NSS / INSTITUTE OF PUBLIC RELATIONS PROJECT NSS / CHARTERED INSTITUTE OF MARKETING GHANA PROGRAMME EMPLOYABILITY MODULES NSS / GIZ CASH-FOR-JOBS PROJECT These innovative modules and projects are geared towards enhancing the skills and competencies of NSPs for the Job Market. Over 1,000 direct jobs have been created from these modules so far. 11
DEVELOPMENT OF A NATIONAL SERVICE POLICY For the first time in its 50 years of operation, the Scheme is getting a Policy Document to guide its operations. 12

INCREMENTS OF NSS ALLOWANCES This is the first time in 5 years that the NSS Allowances have been increased. The increment of allowances has been a relief to all service personnel nationwide. 14
The broadening of the scope of the Scheme s mandate while renewing the focus on the traditional functions is a testament to the instrumentality of the current leadership of Hon Osei Assibey Antwi and a firm declaration of the intent to contribute to nation- building. The story at the NSS is changing, and as it does, so will the experiences of those who undergo it. CONCLUSION CONCLUSION 15
