The Role of the Aliansi Masyarakat Adat Nusantara in Strengthening the Citizenship Competence of Indigenous Peoples in Management Concern and the Struggle to Defend Ulayat Land INTRODUCTION With the continuing development of the passion for democratization in all lines of state life, it is a conceptual and contextual challenge for the provision of Citizenship Education. Today, in the era of information that is increasingly open, it encourages citizens to continue to develop their position and role in social life, both in society and in the state. The customary community as a unique Indonesian citizenship entity based on the constitutional recognition contained in Pasal 18B ayat 2 UUD NRI Tahun 1945, which until now is still struggling with efforts to present rights as recognized in the constitution. The incomplete and not yet concrete recognition of the status and position of the Indonesian indigenous peoples has resulted in friction in carrying out the life of the state. The perception of the friction between the two indigenous peoples' countries is getting heavier when issues relating to indigenous peoples often appear in public. agrarian issues become issues that arise and are heard more frequently by the public. This may be partly due to the frequent reporting of citizen demonstrations or conflicts. In general, this is usually due to the occupation of customary land from parties outside the customary community such as the state, companies, and others on customary land (Aliansi Masyarakat Adat Nusantara,2010).

So it is important to strengthen the knowledge of indigenous peoples regarding the knowledge, skills and character of citizenship (Civic Competence) in order to maintain the existence of their customary territories in the context of the state. On the basis of awareness of the weaknesses of the community in their position and influence, the organization of the Aliansi Masyarakat Adat Nusantara (AMAN) was born on March 17, 1999, as a result of the collective encouragement of indigenous peoples to modernize the performance, movement and mass management of indigenous peoples in the context of managing and defending their communal territories. better through strengthening awareness, understanding and education of indigenous peoples. For this reason, this research seeks to study and explore and explore the role of the Aliansi Masyarakat Adat Nusantara (AMAN) in strengthening the participation in the struggle for the ulayat rights of Indonesian indigenous peoples, it is very interesting this is raised as a research topic with the research title "The Role of the Alliance of Indigenous Peoples of the Archipelago in Strengthening Indigenous Community Citizenship Competencies in the Management Concern and the Struggle to Defend Ulayat Land ".

Results and Discussion AMAN's fundamental role in strengthening the competence of indigenous peoples, AMAN strengthens the living and developing traditional knowledge inherited from the ancestors of indigenous peoples is maintained and strengthened. In the context of encouraging the existence itself, the result of collaboration with the ministry of education and culture has an impact on the accommodation of school development models outside the formal education mechanisms that AMAN calls indigenius schools or traditional schools. Various efforts and strategies in increasing the competence of indigenous peoples depend on the acceptance of an indigenous group of knowledge that comes from outside. AMAN in strengthening the citizenship competence of indigenous peoples is carried out through cadre education which has three levels: Beginner Cadres, Activating Cadres, Cadre Leaders.
Results and Discussion AMAN encourages cadres to advance through existing political parties, to fight in the legislative or executive domains in the regions or provinces. This is aimed at AMAN entering into the system, where the Regulation is produced through a mechanism for receiving aspirations, conversion and then to be decided to become a regulation that has partiality to indigenous peoples. In the 2019 election, around 30 cadres became members of the DPRD, in the last 7 years there have been 109 products of local regulations related to indigenous peoples that have been published. From the economic point of view, AMAN encourages the establishment of economic platforms through the Indigenous Community Business Entity or BUMA or cooperatives, including how we facilitate finding buyers (consumers) from outside to buy products of indigenous peoples through archipelago outlets. AMAN continues to strive to influence and organize training for cadres or indigenous people so that they better understand the concepts, rights, and political positions in state life. through efforts to increase the capacity of training, mentoring, and advocacy to strengthen the base in customary villages.
Results and Discussion In political studies, all citizens or every citizen including members of the AMAN community have the right to influence the processes of decision-making and implementation of decisions made by the government. To influence the process of making and implementing decisions citizens must have sources of power. The sources of power are very numerous, for example the knowledge they have regarding the law, the government owned by members of an organized community or an organized period. So AMAN is theoretically the power in influencing the process of making and implementing decisions in favor of the existence of indigenous peoples. In the study of civic education, this research is very good in order to strengthen the body of knowledge of citizenship education in the sociopedagogic and socio-cultural domains, because AMAN's activities as CSO / NGO play an important role in civic education at the socioedagogical level that can be mobilized or used as a medium to build society. which is good, according to the purpose of Citizenship Education. So AMAN's roles as a community organization are an important factor in improving the quality of citizens at the community level throughout life. Then also has an important position in improving the quality of citizens to become citizens who are both intelligent and reliable.
