1. INTRODUCTION RUWASA is established in accordance to Clause 42 (1) of the Water Supply and Sanitation Act No. 5 of 2019 The core responsibility of RUWASA is Development and Sustainable Management of Rural Water Supply and Sanitation Projects Other Functions are :- Plan, Design, Construct and Supervise Rural Water Supply and sanitation Projects Dam designs and Construction Hydrogeological Survey for the underground Water To register, regulate the activities of Community Owned Water supply Organization

INTRODUCTION Cont Other Functions are :- To provide Technical and Financial Support to the Community Organization To facilitate the community participation from the planning of the projects to the operation stage after construction To advice the Minister on all issues related to Rural Water and sanitation Quality of Director General of RUWASA For RUWASA to fulfill all of its responsibilities and functions which AIM at making sure the rural population is supplied with sufficient water and Value for Money is attained in constructed projects , the Director General Should have the following quality

INTRODUCTION Cont Quality of Director General of RUWASA The DG should be future oriented (Have Vision) and be able to produce good plans The DG should have integrity The DG should Delegate some of the functions of RUWASA to the subordinates and remained with only key function and he/she need to make sure that everyone fulfills his/her responsibilities The DG should be good in listening and communicating The DG should Lead by Example

Strategies in Managing RUWASA towards achieving its highest intent In order to achieve the highest intent of RUWASA my strategies will be as follows:- To set the Vision, Mission and objectives of RUWASA RUWASA is well staffed with qualified personnel at all levels National Regional District To have a Technical Unit with qualified Technical Personnel to review and scrutinize all the plans especially from the Lower Level Projects are properly designed The plans are well prepared Project costs are realist (The price of materials should reflect the current market price)
2. Strategies in Managing RUWASA cont. Regular Project Supervision and Monitoring Close supervision and Monitoring will ensure that Value for Money in Water Projects constructed is achieved Value for Money/Technical Audit also is to be done Plans for the Capacity Building Technology is changing fast, so there is a need to have trainings and seminars for experience sharing and gaining new ideas Propose to the Government Sources of Funds for the operation of the Agency Construction of Water Projects is taking long time to finish because of the Financial constraint
2. Strategies in Managing RUWASA cont. Thoroughly assessment of water Technologies for easily implementation of the projects Water sources selection To have extension workers at the Ward/village Levels for proper operation and Maintenance of the water Projects and thus to have a sustainable water project Water Technician for technical backstopping Assistant accountant for Financial control
