Strategic Planning Write-Shop: Localizing SDGs for Effective Governance
A write-shop is a serious meeting where senior personnel gather to understand new ideas and adapt them to local contexts for better governance. Participants come prepared to discuss local practices and explore possibilities for incorporating Sustainable Development Goals (SDGs) into governance systems. The event includes reflection, discussion, and action planning, aiming to compress months of work into a few days. All states must participate to facilitate cross-learning and each state team is led by a senior officer supported by faculty for effective implementation.

WRITE-SHOP It is a serious meeting to understand a new idea both in its totality as well as its operational details and adapt it for practice in their State as suited to its context, policy and practices. What is it? For a Write-shop to be successful, it has to be attended not by individuals but by well knit teams of senior personnel who have a deep understanding, in this context, of the practice of Panchayati Raj in their State and the possibilities of incorporating the SDGs into the local governance system and local development programmes. The participants have to come fully prepared with what is happening in the State and should know what would work in their context.
As the first step they should be exposed in granular detail, to the key features and steps for localizing SDGs with a suggested framework applicable to all States. This should be supplemented by best practices from across the country. The States should be given the freedom to raise doubts, clarify all aspects. Thereafter, the State Teams should go to separate rooms and reflect as a Team on what they heard and what is happening in their States. recommendations of the Expert Group on localizing SDGs, the steps taken on implementing SDGs of the State as a whole and the strengths and weaknesses of Panchayati Raj including implementation of GPDP in their own State. After the initial reflection and discussion, the State should position themselves vis a vis the presentation and best practices. They should be clear on what they can replicate, what they can do more and what they would not be able to do at least in the beginning. Thereafter as in accordance with the template given to them, they should prepare the Plan of Action for the State with as much specificity as possible. purpose they can move across to other State Groups and also seek the help of Mentors. The Plan of Action should be further elaborated into detailed draft guidelines to be issued to the State s Department of Panchayati Raj on Localizing SDGs with special reference to GPDP, including capacity building, institutional mechanisms, support systems, etc. For this
After the first draft is finalized there should be provision for interacting comparing notes and filling up gaps to improve further. At the end of the Write-shop the States should go back with clarity, the definite ideas on what they can do through this instrument of Write-shop in a short period of three to four days, months of work can be compressed. with other States
Participation All the States should mandatorily participate. The advantage with all States participating is that cross learning is better. Each State Team should be led by a very senior officer who has a stature and understanding to place the Draft developed in the Write-shop before the State Secretary and clear all doubts. This leader should be supported by a senior faculty from SIRD&PR or the State Institution in charge of capacity building of Panchayats. A senior member from the SDG Cell mostly under the Planning Department should also be there, so that, the policies of the State are fully understood and incorporated in the Draft Guideline. so feels, it may bring a representative of an active partner institution or NGO. Venue and Duration MoPR may choose the venue which has decent accommodation and facility for around 200 people. It should have in-house board and lodging facilities and provide the academic ambience for creative thinking with facilities for sharing ideas across States. venue should facilitate late evening discussions, formal and informal. The venue could be either NIRD&PR or any SIRD&PR willing to host it. Typically a Write-shop is relaxed and long. But since senior officers are participating it could be for three full days meaning that all participants should arrive by the evening of the previous day and leave only on the morning after the three day Write-shop. The
Presentation A generic presentation explaining how SDGs can be localized should be made by MoPR. This should be clear and specific, States should have opportunity for clearing doubts. The presentation should also clarify what continuing support MoPR intends to offer and lay down a broad template for States to prepare their Action Plan and Guidelines with of course sufficient flexibility for State specific changes and additions.
Mentors Top quality Mentors are required to move from State to State, clear doubts and give constructive suggestions. The members of the Core Committee could act as members along with a few others who could be identified by MoPR. Ideally, the Mentors should meet on the previous afternoon and develop clarity on their roles. Preparatory Action Secretary, MoPR should write to all the States about the Write-shop The UN Agencies could also be invited with a special request to send their field level officers It would be good if Niti Aayog which coordinates SDGs is represented by a senior officer. The Nodal Cell of Unnat Bharath Abhiyan should also be invited.
