The 19th edition of the Joint Planning Board meeting was held in March 2021 to discuss national development planning in Nigeria. Dr. Mrs. Gloria Ahmed, the Ag. Director of Special Duties, led the agenda. A total of 26 key resolutions were made, and states were tasked with tracking their implementation. Feedback templates were submitted by several states for monitoring progress. The aim was to enrich the Medium Term National Development Plan and Nigeria Agenda 2050. Introduction The 19th edition of the Joint Planning Board (JPB) meeting was held from 24th 25th March, 2021 at the Nigerian Air Force Conference Centre and Suites, Abuja, with the theme: National Development Planning in Nigeria: Issues and Challenges . The meeting was formally declared open by the Honourable Minister of State, Budget and National Planning, Prince Clem Ikanade Agba. The Permanent Secretary, Ministry of Budget and National Planning, Mrs. Olusola Olayinka Idowu gave the welcome remarks, while the Acting Director, Special Duties (FMBNP), Dr. (Mrs.) Gloria K. Ahmed set the Agenda for the meeting. The objective of the meeting was for critical Stakeholders to interact on contemporary economic issues and to harvest inputs into the proposed Medium Term National Development Plan (MTNDP: 2021 - 2025) and Nigeria Agenda 2050 to enrich it and ensure that the interest of every sector of the economy is adequately covered at all levels of Government. ...introduction The meeting was convened as hybrid (physical and virtual) and had in attendance 337 participants from 33 States of the Federation, namely: Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Benue, Borno, Cross River, Delta, Ebonyi, Edo, Enugu, Ekiti, Gombe, Jigawa, Kaduna, Kano, Kebbi, Kogi, Kwara, Lagos, Nasarawa, Niger, Ogun, Ondo, Osun, Oyo, Plateau, Rivers, Sokoto, Taraba, Yobe, Zamfara and the Federal Capital Territory (FCT). Others in attendance included 12 State Commissioners, 21 Permanent Secretaries, Directors-General and Directors of Planning, Research & Statistics from Federal and State MDAs, Representatives of Development Partners, Organized Private Sector, Academia, Civil Society Organizations and the Media. ...introduction A total of twenty six (26) key Resolutions were reached at the meeting and based on the need to track implementation of these Resolutions both at the National and Sub-Nationals, templates were disseminated to States to get feedback. The following States submitted the templates as requested: Abia; Adamawa; Anambra; Bauchi; Bayelsa; Benue; Borno; Cross River; Delta; Edo; Ekiti; Enugu; Gombe; Imo; Kaduna; Kano; Kasina, Kebbi; Kogi; Kwara; Nasarawa; Ogun; Ondo; Osun; Oyo; Plateau; Sokoto; Taraba; Yobe, Niger and Zamfara. It is pertinent to note that the above status of implementation were curled from submissions of 31 States. There were no submissions from the following States: Akwa Ibom, Ebonyi, Jigawa, Lagos, and Rivers. Forum of Commissioners of Planning & Budget 12
Conclusion Arising from the Reports of the 31 States, it was observed with high level of commendation that all the States have formulated policies that will ensure strict monitoring of Plans implementation and the digitization of their tax administration system. Although most of the States submitted their templates after the deadline, about a quarter of the States did not return the templates. I want to appeal to States to always respond to the Secretariat promptly, whenever the need arises. Forum of Commissioners of Planning & Budget 13
