Mechanics Scope of Work Review required by Local Govt Subcommittee Scope of Work HB3068 requires that general committee provide recommendations for forms and contents of county solid waste management plans Plans reviewed 10 state plans 12 Illinois county plans
Main Types of Plans State statute with waste hierarchy and recycling goals; counties prepare own plans Most common format e.g. Illinois State creates state plan; local governments must be consistent with state plan e.g. TN, MN, NY State creates detailed goals; provides template for county plan e.g. Ohio
Tennessee 2015 3 plans required from local governments 10 year plan 5 year needs assessment Annual reporting Ten year plan Must contain 17 specific sections Must use uniform financial accounting Must use uniform reporting requirements
Tennessee Creates charts of requirements for plans based on population 4 different templates Increasing requirements with size Recommends staffing levels Recommends infrastructure requirements
Minnesota 2019 Interesting way to set reporting requirements based on population Metro area Must update 20 yrplan every 6 years Greater MN outside metro area Update plans every 10 years Includes 22 specific recommendations that can be, but are not required, to be included in plans
New York 2010 Statute sets hierarchy and recycling goals State Plan sets qualitative goals Recommended to be incorporated by local governments Must be consistent with plan in order to receive solid waste permits Local governments Can choose planning periods of 10 to 20 years Not all in compliance with state requirements
New York 2010 Uniquely includes action agenda Legislative suggestions Regulatory suggestions Programmatic suggestions Provides suggested timeline for implementation

State Sets Goals Ohio 2020 10 goals set by statewide committee every 5 years 10 strategies to achieve goals recommended Committee also recommends changes to siting statute Provides template to counties (or groups of counties) Counties fill in template on Re-TRAC software Counties must meet eight of the 10 goals Choice of Goal 1 or Goal 2 (recycling goals) One goal is voluntary (market development) One goal is annual reporting requirements
